Description
The U. S. Army RDECOM Contracting Center, Natick Contracting Division, Natick, MA on behalf of the DoD Centers of Excellence for Psychological Health and Traumatic Brain Injury (TBI) has a requirement for a Contract Research Organization (CRO). The objective of this contract is to assign/transfer responsibilities to a CRO in accordance with chapter 21 CFR 312.52, Transfer of Obligations to a CRO, in support of the effort: Hyperbaric Oxygenation for Chronic TBI. Responsibility of obligations to be transferred to the CRO will be defined in writing at the delivery order level, describing each of the obligations being assumed by the CRO. The CRO that assumes any obligation of the sponsor by receipt of delivery order shall comply with the specific regulations in this chapter applicable to the obligation and shall be subject to the same regulatory action as a sponsor for failure to comply with any obligation assumed under these regulations. This effort is a program under the Office of the Assistant Secretary of Defense for Health Affairs. The government anticipates multiple awards, however it reserves the right to make a single award, or no award. The FFP or CPFF type contracts will be used depending on the cost accounting practices of the offeror and the risk assessed by the Government. The potential total contract value is estimated at $6M over a two year period, including option period. An option period may be exercised at the discretion of the Government before expiration of the previous period. The estimated start date is July 2009. The government anticipates the release of the solicitation on or about June 27, 2009. The government reserves the right to make any changes to this synopsis. The above noted Response Date is for questions to this pre-solicitation notice.
