- Using Recovery Act funding, the Mobile District Corps of Engineers intends to issue a task order to contract number W91278-07-D-0111, a competitively awarded Indefinite Delivery Indefinite Quantity Contract for Cultural Resources Services for the Mobile District, awarded to Brockington and Associates, 6611 Bay Circle Suite 220, Norcross, Georgia 30071-1225. This task order will be for Cultural Resources Investigations for Apalachicola-Chattahoochee-Flint (ACF) River Basin Water Control Manual and EIS, for Alabama, Florida and Georgia. Utilizing American Recovery and Reinvestment Act funds, the task order will be to comply with appropriate cultural resources laws and regulations, and the management and protection of historic properties within the basin. The objective of the cultural resources investigations is to comply with statutory laws and regulations that govern Federal responsibilities concerning management and protection of historic properties. Current work associated with completion of Water Control Manual and EIS for the ACF is to present data that will complete a study of cultural resources of the river basin that includes an inventory of sites along the waterway; a review of regional histories, archeological surveys, and historic properties management plans (HPMPs); and GIS data and update of predictive model on effects of water allocation as satisfaction of regulatory requirements including but not limited to those in the National Historic Preservation Act and 36CFR800 (Protection of Historic Properties). The results of this study will be incorporated into the EIS and Water Control Manual and will be used to evaluate the potential impacts and effects to cultural resources in the ACF basin. In the past the evaluations of impacts have focused on three potential effects from changes in water level management: erosion, deposition of sediment, and access. The studies resulting from this contract will be coordinated with the appropriate SHPO, Tribal representatives and Advisory Council on Historic Preservation by the Government. The existing contract must be used for the following reasons: 1) The work to be performed is within the scope of the original contract technical provisions. 2) The incumbent contractor has the management, technical, and administrative skills to efficiently and effectively accomplish this work at a reasonable cost. 3) They have provided a predictive model for archaeological site information for the original water allocation study within the basin based on the contractors familiarity with the project. 4) This contract enables the work to begin immediately. The American Recovery and Reinvestment Act (ARRA) contains specific acquisition requirements that must be met when using funds appropriated by the Act. Acquisitions must comply with FAR, and to the maximum extent practicable, be awarded under competitive procedures as fixed-price (FP) contracts. The Mobile District intends to use the current IDIQ contract to meet its requirements. This contract was awarded competitively as a small business set aside.
