- This is the first pre-solicitation. Another notice will be issued at a future time that will be referred to as the Synopsis. The Solicitation will be issued as a Requests For Quotation (RFQ) for the removal of approximately 4984 sq. ft. an existing flat roof and the replacement of roofing materials as outlined in the "Statement of Work" provided. The successful contractor shall provide all material, labor, equipment, and expertise for this construction project. The estimated magnitude of this project is between $25,000 and $100,000. The location of the roof replacement project is the Recycling Group Baler Warehouse Building at The United States Penitentiary in Lewisburg, Pennsylvania. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-32. The North American Industry Classification System (NIACS) is 238160. This requirement is 100% set-aside for small business with a size standard of $14 million. An "Irrevocable Letter of Credit" or "Certificates of Deposit" will be required as alternative payment protections. The successful contractor shall be responsible for all applicable federal, state, and local taxes. There are no tax exemptions. The solicitation, all amendments, and related future information will be distributed solely through this web site (www.fedbizopps.gov). Interested parties are required to check this website daily to be notified of any changes to the solicitation. Any contractor(s) interested in award "MUST" be registered on-line at both (CCR) Central Contractor Registration (http://www.ccr.gov/ ) and (ORCA) Online Representations and Certifications Application (https://orca.bpn.gov/). All responsible small business sources are encouraged to submit a bid which will be considered for award. Faith-Based and Community-Based Organizations can submit offers/bids/quotations equally with other organizations for contracts for which they are eligible. The Department of Justice Residency Requirements are applicable to this solicitation.
