- Performance Work Statement This is not a solicitation announcement. This is a sources sought synopsis. This sources sought synopsis is for information and planning purposes and is not to be construed as a commitment by the Government nor will the Government pay for information solicited. Since this is a sources sought announcement, no evaluation letters and/or results will be issued to the respondents. The Center for Domestic Preparedness (CDP) is a federal entity (a component of the Department of Homeland Security) and is the designated federal training center engaged in preparing emergency first responders, emergency management officials, state and local community leaders and managers to combat terrorism including response to weapons of mass destruction and hazardous materials incidents. Training courses provided by the CDP provide specific knowledge and expertise for deterrence, prevention and response to Weapons of Mass Destruction (WMD) incidents. The CDP occupies four major areas of the former Fort McClellan, Alabama. They are: 1) CDP Responder Main Complex; 2) CDP Training Complex; 3) CDP Responder Lodging Complex; and, 4) the Chemical, Ordnance, Biological, and Radiological (COBRA) Training Facility. This statement of work encompasses all activities required to occupy, operate, and maintain the entire COBRA Training Facility. The Center for Domestic Preparedness (CDP) is conducting a market survey to determine the availability and technical capabilities of qualified small businesses, small disadvantaged businesses, woman-owned small businesses, veteran-owned small businesses, service disabled veteran owned small businesses, HUBZone small businesses or Large businesses capable of performing Facilities Support Services in a toxic chemical agent environment. The primary functions to be preformed will consist of a full range of facility support services. Interested firms with capabilities of providing the required service are requested to submit a capability statement to assist the Government in determining in accordance with Federal Acquisition Regulation (FAR) 19.502-2(b) whether or not this procurement will be set-aside for any of the programs described above. This work will be classified under the North American Industrial Classification (NIACS) code 561210: Facilities Support Services, with a size standard of $35.5 million. All respondents are required to identify their firm's size and type of business. The capability statement at a minimum should address the following factors as found in the attached Performance Work Statement: 1. An understanding of the scope and objective in providing facilities support services in a toxic chemical agent environment, 2. A demonstrated understanding and/or experience in performing facilities support services in a toxic chemical agent environment, 3. The ability to select and secure sufficient competent personnel to meet productive and supervisory requirements, 4. Demonstrated capabilities to meet administrative and technical requirements, 5. Demonstrated experience/capability of meeting contract management requirements (experience/knowledge of performing work under government contracts), 6. Demonstrated experience/capability of meeting the needs of a facilities support services 7. Demonstrated experience/capability of meeting requirements of a facilities support services contract, 8. The capability to provide expertise in management of a facilities support services contract in a toxic chemical agent environment to meet high level requirements, 9. The capability to provide subject matter experts in York Systems HVAC Chillers and Dehumidifier System. Interested firms responding to this sources sought notice shall provide a capabilities statement demonstrating their experience, skills and capabilities to fulfill the Government's requirements described in the Performance Work Statement and addressing the factors listed above. The capabilities statement shall be in sufficient enough detail so that the Government can determine the experience and capabilities of your firm to provide the requirements in the Performance Work Statement, but not to exceed 15 single sided, 1 inch margin, Times New Roman font, single spaced pages of a font size no smaller then 12 point. The capability statement should have attached a minimum of three (3) business references with current contact information relevant to the primary functions of this requirement as described in the Performance Work Statement. Four (4) copies of the capability statement must be received via U.S. Mail/Express Mail provider at the address identified in this notice by no later than the close of business (3:00pm C.S.T.) on June 16, 2009.
