- The Wisconsin Air National Guard located in Madison WI intends to issue an Invitation for Bid (IFB) to award a single, firm fixed-price contract to Construct Communications Facility Building 505 at the 115th Fighter Wing, Madison WI. Construct communications facility includes reinforced concrete foundation and floor slab with load bearing precast concrete panels and standing seam metal roof with interior walls and utilities. Architectural style to match surrounding buildings and base style. Exterior work includes utility access, pavements, fire protection, site improvements, communication systems, and entire installations central HUB for infrastructure will be part of this project. Air conditioning: 100 tons. Magnitude of the project is between $5,000,000 and $10,000,000. Construction/contract completion time is anticipated to take approximately 365 calendar days after notice to proceed to include inspection and punch list. Actual dates will be specified in solicitation and contract. The North American Industry Classification System (NAICS) code for this work is 236220. The small business size standard is $33.5 million average annual revenue for the previous three years. This will be an UNRESTRICTED procurement action. A Small Business Subcontracting Plan will be required if the offeror is a large business and must be submitted with the offer. The tentative due date for issuing the solicitation is on-or-about 15 June 2009. The tentative date for the pre-bid conference is on-or-about 29 June 2009, 9:00 a.m. local time at the 115th Fighter Wing. Interested contractors are encouraged to attend and shall follow conference registration and base access requirements shown in solicitation. A site visit will follow the pre-bid conference. All questions for the pre-bid conference must be submitted by 25 June 2009 via e-mail (preferred) to Katherine.pinnow@wimadi.ang.af.mil or fax at 608-245-4489. The solicitation closing date is scheduled for on-or-about 14 July 2009. Actual dates and times will be identified in the solicitation. Interested offerors must be registered in the DOD Central Contractor Registration (CCR) database. Firms can register via the CCR internet site at http://www.ccr.gov/ or by contacting the CCR Information Center at 1-888-227-2423. Interested offerors are required to submit their representations and certifications on-line at http://orca.bpn.gov. You will need your DUNS number and CCR MPIN in order to login to the Online Representations and Certifications Application (ORCA) website. The solicitation and associated information minus the plans and specifications will be available from the Electronic Business Solicitations (EBS) on-line at http://www.nationalguardcontracting.org/EBS/AdvertisedSolicitations.asp. All contractors and subcontractors interested in this project must register at this EBS website to access/download the solicitation. Clicking on the solicitation number link will start the registration process. The plans and specifications will be available only from the Federal Business Opportunities (FBO) website on-line at https://www.fbo.gov/. Interested offerors are required to register on the FBO website to access/download the plans and specifications. Registration information is available on the FBO homepage and your DUNS number is required. A link to this site can be found under Plans at the solicitation website. No telephone requests will be accepted. For security reasons all potential offerors, plan rooms and printing companies are required to register in the Central Contractor Registration (CCR) and Federal Business Opportunities (FBO) in order to view or download the plans or drawings from the website. This solicitation is a competitive bid and there will be a formal public bid opening.
