- This synopsis is being posted to the Federal Business Opportunities (FBO) website located at http://www.fbo.gov, the Navy Electronic Commerce on Line (NECO) website located at https://www.neco.navy.mil/, and the Naval Surface Warfare Center, Crane Division, Acquisition website located at http://www.crane.navy.mil/acquisition/synopcom.htm. FBO is the primary point of entry to be used when access to synopses and solicitations from the World Wide Web is required. However, the NECO webpage as well as the Naval Surface Warfare Center, Crane Division, Acquisition webpage serve as alternatives if the FBO website is unavailable.The Naval Surface Warfare Center Crane intends to enter into an Indefinite Delivery Indefinite Quantity (IDIQ) contract with Microwave Engineering Corporation (MEC), 1551 Osgood St, North Andover, MA. The IDIQ will cover a five year period for repairs to Feed Horn and OMT (Orthomode Transducer) Waveguide utilized in the ALQ-99 Band 9/10 Transmitters on the tactical jamming system of the EA-6B and EA-18G aircraft. This will be a Firm Fixed Price (FFP) contract. Procurements under the IDIQ will be conducted on a sole-source basis in accordance with the statutory authority 10 U.S.C. 2304(c)(1) and implemented by FAR 6.302-1. The basis for restricting competition is the proprietary nature of the technical data for the system resulting in a lack of drawings and specifications, in addition to duplicative costs and time that would be required to reverse engineer the system. This procurement will utilize the alpha contracting process and the solicitation will not be posted to t! he www, but will be made available to anyone requesting a copy. All changes to the requirement that occur prior to the closing date, 15 JUL 2009, will be posted to Crane web site, FedBizOpps, and NECO. It is the responsibility of interested vendors to monitor the Crane web site, FedBizOpps and/or NECO for any additional amendments that may be issued. For changes made after the closing date, only those offeror's that provide a proposal will be provided any changes/amendments and considered for future discussions and/or award.No hard copies of the solicitation will be mailed.
