Description
The Space and Naval Warfare SystemsCenter, Pacific (SSC Pacific) is seeking sources to provide technical services to operate, maintain, and repair the R/V Acoustic Explorer, a Government owned research vessel, for the Sonobuoy Quality Assurance Program (SQAP) and other similar research, development, test and evaluation programs. The SQAP is responsible for testing production sonobuoys, to ensure that they perform within contract specifications, prior to their procurement by the Navy. The Acoustic Explorer serves multiple functions (i.e. Deployment Analysis, Defect Recovery and Analysis, Sound Source Deployment/ Operation/ Recovery, Environment Analysis, and Datum Determination) for the SQAP and is an integral tool in performing quality assurance during the procurement process. The work to be performed includes all aspects of in-port and at- sea vessel operations in support of the SQAP requirements, and in-port and at- sea preventative and routine maintenance, and repair functions for the R/V Acoustic Explorer. Major repairs and overhauls, requiring dry- docking, are not considered within the scope of this requirement. Work performance also includes all maintenance, in-port, and at-sea logs associated with the R/V Acoustic Explorer and SQAP. Crew support required to operate, maintain and repair the R/V Acoustic Explorer include: Program Manger/Craftmaster, Mate/Navigator, Chief Engineer, Seaman, and Seaman/Cook. The Program Manager/Craftmaster and Mate/Navigator will be required to have a SECRET clearance. The Government anticipates requiring 87,875 man-hours over five (5) years with a minimum of 12 trips per year for a duration of 8-10 days per trip. Respondents should provide an information statement not- to-exceed six (6) pages, inclusive of the cover page, that summarizes relevant experience and capabilities consistent with the scope of the noted work. Interested firms should also provide, at a minimum, the following: : (1) name and address of your firm; (2) size of business including number of employees; (3) ownership, including whether: Large, Small, Small Disadvantaged, 8(a), Women-Owned, HUBZone, Veteran Owned and/or Service Disabled Veteran-Owned Business; (4) number of years in business; (5) two points of contact, including: name, title, phone, fax, and e-mail address; and (6) Cage Code, DUNS Number (if available). NOTE REGARDING MARKET RESEARCH SOURCES SOUGHT SYNOPSIS: This synopsis is for information and planning purposes only and is not to be construed as a commitment by the Government. This is not a solicitation announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement, or any follow-up information requests. The Government reserves the right to consider a set- aside for small businesses or one of the small business preference groups. The applicable North American Industry Classification System (NAICS) Code is 483114 Coastal and Great Lakes Passenger Transportation. We anticipate this being a cost-plus-fixed- fee, single award type contract for a period of performance not exceeding five (5) years.
