- Description
- The Naval Air Warfare Center Aircraft Division, Lakehurst, NJ, intends to award a Cost-Plus-Fixed-Fee (CPFF) Delivery Order, under BOA N68335-09-G-0006, on a sole source basis to Bell Boeing Joint Project Office (JPO), Amarillo, Texas 79120. The procurement is for the design, development, testing and manufacture of twenty (20) Peculiar Support Equipment (PSE) end items, to support Depot Level of maintenance requirements for the installation and removal of the MV/CV-22 Nacelles and Wings, at the East Cherry Point Fleet Readiness Center. The associated supportability data will be a deliverable. The PSE: Quantity 1, Resolver Gear Removal/Install Tool (SERD 2752); Quantity 1, Nacelle Lifting Tool, L/H, (SERD 2753); Quantity 1, Nacelle Lifting Tool, R/H (SERD 2754); Quantity 1, Pylon Support Assembly Protection Tool (SERD 2755); Quantity 1, Nacelle Mate Fixture (SERD 2756); Quantity 1, Nacelle Support Cradle, L/H (SERD 2757); Quantity 1, Nacelle Removal Tool (SERD 2758); Quantity 1, Nacelle Support Cradle, R/H (SERD 2759); Quantity 2, Pull Tool Assembly (SERD 2794); Quantity 2, Aircraft Balancing Weights (SERD 2799); Quantity 12, Jack Extension Plates (SERD 2923); Quantity 1, Leveling Jack Set (SERD 2358); Quantity 1, Wing Hoisting Sling (SERD 2773); Quantity 1, Support Cradle Set, Wing (SERD 2774); Quantity 1, Wing Attach Bolt Install/Removal Set (SERD 2775); Quantity 1, Wing Transportation Dolly (SERD 2776); Quantity 1, Aft Fairing Lifting Tool (SERD 2777); Quantity 2, MWGB Lockout Fixture (SERD 0390); Quantity 2, TAGB Build-up Stand (SERD 0733); Quantity 2, Sling Assembly (SERD 0786. Bell-Boeing JPO is the Original Equipment Manufacturer of the V-22 aircraft and the only source possessing the requisite system knowledge, engineering expertise, aircraft integration information, and technical data needed to design, develop, test and produce the required PSE. The Government intends to procure these items under the authority of 10 U.S.C 2304(c) (1) as cited in FAR 6.302-1 “Only One Reasonable Source”, therefore, a solicitation is not available for this procurement. The PSE will be delivered to Naval Air Warfare Center Aircraft Division, Lakehurst, New Jersey 08733. A determination not to open the requirement to competition, based upon the response(s) to this notice is solely at the discretion of the Government. Numbered Note 22 applies to this procurement.
