Description
The US Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), NESDIS Acquisition Division, Simplified Acquisition Team intends to negotiate on a sole source basis with the Coastal and Estuarine Research Federation (CERF) using the procedures in FAR Parts 6 and 13, for services related to the upcoming 20th Biennial Conference entitled "Estuaries and Coasts in a Changing World" which shall be held in Portland, Oregon on November 1-5, 2009. This four day conference shall provide exciting and diverse information on a broad array of estuarine and coastal subjects including the need for new trans-disciplinary and sustainability science curricula and the integration of human dimensions into our science-base policy contributions. Scientists, graduate students, managers and other professionals from North America's coastal states and provinces and from up to 20 countries shall attend to exchange information and ideas about the science and management of coastal ecosystems. The information that shall be provided at this conference is of direct interest to the National Ocean Service, specifically the National Marine Protected Areas (MPAs). CERF is the organizer and host of this 20th Biennial Conference. CERF is a private, nonprofit non partisan scientific organization dedicated to advancing the understanding and wise stewardship of esturaine and coastal ecosystems worldwide. The Contractor shall provide: four (4) CERF conference registrations; display space; a full-page advertisement in the conference program and in the CERF newsletter; meeting program; and acknowledgement in CERF's newsletters, press releases, printed conference program, and abstract book, on CERF'S web site. CERF is the only party known to NOAA who can meet these requirements since they are the organizer and host of the 20th Biennial Conference. The statutory authority for other than full and open competition is 41 USC 253(c)(1) as implemented by FAR 6.302-1, Only one responsible source. The North American Industry Classification Code (NAICS) for this acquisition is 541690 with a small business size standard of $6.5M. This is not a solicitation for competitive quotes. However, if any other interested party believes that it can meet the requirements, it may submit a statement of capabilities, which if timely received, will be considered by NOAA. The capability statement and any other information furnished must be in writing, and must contain material in sufficient detail to allow NOAA to determine if the party can meet all of the foregoing requirements. Responses must also be accompanied by descriptive literature, warranties, and/or other information that demonstrates that the quote meets all of the foregoing requirements. Capability statements and related materials must be e-mailed to Sandra.K.Souders@noaa.gov or faxed to (301) 713-0808 by June 12, 2009. Award will be made using FAR 13, Simplified acquisition procedures, current through FAC 2005-32. The determination to compete or not compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
