- This project is to design and construct a complete training center for Ministry of Iraqs Facility Protection Service. This project is to enable the Facility Protection Service to train a basic guard force in order to produce professional forces capable of protecting the nations key infrastructure and the critical facilities. The initial designs have been provided by the Government of Iraq, for the entire facility. The US Government will build the first part, Phase 1, which will provide all necessary facilities to start training 52 officers and 240 enlisted students. The intent of this solicitation is for the Contractor to perform site surveys, layouts, investigations, design and construction. The work shall consist of mobilization-demobilization; design and construction of new buildings, including: 1.1Construct road from Hwy to the site -1000m sub-base and gravel 1.2Clear entire site - 500m x 300m 1.3Fill Site 1 meter - 500 x 300 1.4Construct Perimeter Wall - 500m x 300m 1.5Entry Control Point with serpentine jersey barrier entrance, solid vehicle gate with drop arms as well, visitor building, and pedestrian gate. 1.6Construct all interior roads - 15m wide Sub-base and gravel 1.736 Vehicle Parking area - 15cm reinforced concrete 1.8Provide area storm water drainage - entire area 1.9Install Sewer pipe system for plan quadrant 1.10Install power for quadrant 1.113 Generators (located where future transformers will be) 1.123 area distribution panels sized for master plan power usage 1.13Conduit, manholes, and cable to Phase I buildings. Duct banks from panel to Phase I buildings shall be sized for future buildings that are in the route. 1.14Install water ring main in the quadrant sized to service buildings in the quadrant 1.15Install Water Compact Unit 1.16Intake structure and pumps at the river 1.172.5 km of pipe from river to Water Compact Unit 1.18WCU 1.19Construct the following Buildings 1.201 Teaching Hall - Concrete Frame 1.211 Teaching Wing - Concrete Frame 1.221 Officers Barracks - Concrete Frame 1.232 Enlisted Barracks - Concrete Frame 1.242 Latrines for Enlisted Barracks -Concrete Frame 1.251 Dining Facility 1.264 Guard Towers This procurement will be made in accordance with Federal Acquisition Regulations Part 15. The approximate magnitude of this project is between $5,000,000.00 and $10,000,000.00. The Government will not distribute paper copies of this solicitation.
