- Statement of Work THIS A SOURCES SOUGHT ANNOUNCEMENT ONLY. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. The Social Security Administration (SSA) is performing market research to identify potential sources for providing specialized training, technical assistance and support for rep payee monitoring for the 57 designated State and U.S. Territorial Protection and Advocacy (P&A) Systems and to manage a data collection system. The technical assistance will assist the P&A Systems in their role as authorized by the Ticket to Work and Work Incentives Improvement Act of 1999 (TWWIIA). The purpose of this contract will be to provide SSA’s Protection and Advocacy for Beneficiaries of Social Security (PABSS) grantees with the training and technical assistance necessary to enable them to provide P&A services, which beneficiaries with disabilities may use to secure, maintain, or regain employment. Management of a data collection system will enable SSA to measure the effectiveness of the P&A program and enhanced rep payee monitoring will protect SSA’s most vulnerable beneficiaries. The full scope of this requirement can be found in the attached statement of work. The NAICS code is 813311 and the size standard is $7M. Responses shall include the complete name and address of the interested party, CAGE Code, DUNS, and the name, phone number and email address of at least one point of contact. Interested parties must indicate their type of business and size to include identification as a Small Business, Socially and Economically Disadvantaged Business, HubZone Business, Service Disabled Veteran Owned Small Business, or 8(a), if applicable (see size standard above). A qualification statement must be included with responses and is not expected to be a proposal, but rather short statements regarding the company’s ability to demonstrate existing, or developed, expertise and experience in relation to this project and the areas specified herein. Submission of a qualification statement is not a prerequisite to any potential future offerings. This sources sought notice will be used by the government to determine how the solicitation will be issued. The final decision will be made based upon the results of this sources sought notice. This request for information does not constitute, implied or otherwise, that a procurement action will be issued. This notice shall not be construed as a Request for Proposal or as an obligation on the part of the Government. No entitlement to payment will arise as a result of the submission of contractor information. No other program information related to total dollars available, total quantity authorized or timeline for official solicitation is available at this time. SSA will post that information in accordance with the Federal Acquisition Regulation (FAR) to FedBizOpps after finalization of the acquisition documents.
