Description
Synopsis:Provide all labor, materials, tools, equipment and supervision to provide Design/Build Services to upgrade the Building Automation System (BAS). The design-build (DB) contractor for this project shall provide all necessary investigation, design surveys, extensive verification of as-built conditions, construction drawings, specifications, cost estimates, phasing and estimated construction time as required for a fully developed set of construction documents for project Upgrade Energy Management System for the Southeast Louisiana Veterans Healthcare System (SLVHCS). Upon VA approval of the design, the contractor shall execute the construction phase of the project, and provide all labor, materials, equipment and supervision to complete the project in accordance with the approved plans, specifications, and phasing schedule. The work will include upgrading and expanding existing Computrol BAS system, as well as installing new systems and connecting them to existing systems to create a state-of-the art energy management/BAS and energy monitoring system for HVAC and other utility systems. The New Orleans Clinic (former VA Medical Center) has an existing BAS manufactured and installed by Computrols, Inc., during the period 1985 through 2009, part of which is currently in use and other portions are currently unused/abandoned/inoperative. It is the intent of this project to make maximum use/reuse of the existing Computrols system in the new work, and the design-build contractor must ensure that all new equipment and components designed and specified for this project are compatible and will integrate into the existing Computrols system, including the Computrols central monitoring system/computer, with no degradation in performance or utility of the Computrols BAS. The objective of this project is to accomplish a comprehensive upgrade of the energy management system/building automation system (BAS) for the multiple facilities that comprise the Southeast Louisiana Veterans Health Care System (SLVHCS). The work encompases the upgrade for the BAS in VA New Orleans Clinic, VA Outpatient Clinic Baton Rouge LA, VA IT Facility Baton Rouge LA, VA Hammond Outpatient Clinic Hammond LA, VA St. John Outpatient Clinic Reserve LA, VA Imaging Clinic Center New Orleans LA. Clinics in Slidell, Houma, Bogalusa, and Franklin, LA may or may not also be included as alternates in the solicitation to be published on or about June 1, 2009. Cost range of this project is between $500,000.00 and $1,000,000.00. This requirement will be solicited under full and open competition and 0% set aside for small business under NAICS code 238220 Plumbing, Heating, and Air-Conditioning Contractors, size standard $14 million. However, an evaluation preference or credit may be given to qualified VOSB and SDVOSB per public law 109-461 without conflict with the Small Business Demonstration Program or the American Recovery and Reinvestment Act of 2009. A subcontracting plan will be required from a large business which receives award of a contract and must be approved before the contractor will be permitted to begin any work. Prospective contractors must be registered and current in the following websites: http://www.vip.vetbiz.gov; http://www.ccr.gov, and https://orca.bpn.gov to be eligible for award. If not cancelled, the solicitation package is anticipated to be available for download from this site on or before 6/30/09. Proposals submitted in response to this solicitation will be evaluated in accordance with FAR part 36 and FAR Part 15 as applicable. The evaluation will consider the offerors A/E capability through the examination of SF 330s as well as other relevant factors or subfactors as required by FAR part 36. Furthermore, the contractor or J/V will be evaluated for its capability to perform the upgrade by measuring its construction capabilities, the suitability of its technical proposal, and other related factors including Cost/Price/Budget/Past Performance IAW FAR part 15. Evaluation factors will be fully defined in the published solicitation. A date, time, and location for a pre-proposal conference will be established in the solicitation. A firm cutoff date for offerors questions will also be included and must be fully observed. It is our intent to award a contract prior to Sept. 30, 2009. Although discussions may become necessary, it is our intent (unless determined otherwise prior to publication) to award without discussions. Therefore, proposals submitted in response must be complete and represent the contractors best offer in order to have the best chance for consideration. If discussions become necessary, they will be conducted in a manner that will allow an award decision prior to 9/30/2009. Offerors shall be prepared to enter discussions and submit revisions in the available amount of time that will still permit award by the expected award date. Offerors unable to meet this timeline may loose further consideration. This procurement is funded with Recovery Act funds and subject to all rules and requirements pertaining to the same.
