- The Department of Health and Human Services (DHHS), Health Resources and Services Administration (HRSA), Bureau of Health Professions (BHPr), Office of Shortage Designation, plans to award a sole source Simplified Acquisition to Nielsen Claritas Inc., 9276 Scranton Road, Suite 300, San Diego, CA 92121. The Health Resources and Services Administration requires regular updates of the resident civilian populations of counties, minor civil divisions (MCDs), census tracts (CTs) and zip code tabulation areas (ZCTAs) to support the shortage areas designation process, Area Resource File (ARF), Primary Care Service Area (PCSA) file, and other programs. It also requires data on low income populations and population by age/gender and race/ethnicity to support needs estimates made in designation and proposed designation methodologies, other modeling efforts, and analyses of the impacts of changes in shortage criteria, workforce production, and the economy. The Department of Commerce's Census Bureau updates total county populations annually, but only Nielsen-Claritas, Inc. estimates population changes at the tract, MCD and zip levels on an annual basis, and does updates of low income population data at such levels. These data are developed exclusively by Claritas both for corporations doing marketing and for government users. The proposed simplified acquisition action is for services which the Government intends to solicit and negotiate with only one source. Interested persons may identify their interest and capability to respond to the requirement within 15 days after the date of publication of this notice. A determination by the Government not to complete this proposed simplified acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive requirement. No solicitation is available.
