REQUEST FOR QUOTATION Issue Date: 9 April 2009 From: 55th Contracting Squadron 101 Washington Square Omaha, NE 68113 Attn: TSgt Michael Galbraith This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation, F3H3F19134A001, is being issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-21. This procurement is a 100% Total Small Business Set-Aside IAW FAR 19.502-2(a). The NAICS code is 611699 and the small business size standard is $7.0 Million. The following commercial items are requested in this solicitation; STATEMENT OF WORK CERTIFY MILITARY PERSONNEL AS KRAV MAGA INSTRUCTORS Scope: The work covered by this Statement of Work is for a specialized Law Enforcement/Military combative Krav Maga force instructor training program. The program shall thoroughly train and certify instructors in Law Enforcement/Military tactics through hands on experience. The training shall certify students as nationally accredited Krav Maga Law Enforcement/Military instructors. The instructors teaching military personnel in this course must be nationally accredited Krav Maga instructors. Proof of these certifications must be provided. The contractor must provide ongoing technical support and training materials for 2 years. A training schedule, to include breaks and meal time must be submitted and accepted. The student to instructor ratio shall not exceed 10:1. Note: Each CLIN represents a separate training course with separate training rosters. CLIN 0001 Krav Maga Basic Law Enforecement/Military Force Training Instructor --Trainer Certification Course for 20 Students. A. Combatives (Fighting Skills) B. Self Defense (Defensive Tactics) C. Defenses Against Handgun Threats D. Defenses Against Long Gun Threats E. Defenses Against Attacks with Edged Weapons F. Defenses Against Attacks with Blunt Weapons G. Ground Fighting H. Third Party Protection I. Instructor certification must be good for two years CLIN 0002 Refresher Krav Maga Law Enforcement/Military Advanced Military Force Training Instructor --Trainer Certification Course for 20 Students. Refresher course shall comply with previously acquired Krav Maga Association of America, Inc. Law Enforcement/Military standards. A. Review of Basic Material B. Advanced Handgun on the Ground C. Weapon Retention (in the holster, out of the holster, standing and on the ground) D. Arrest and Control to include: Arm Controls, Takedowns, and Searching and Handcuffing E. Instructor certification must be good for two years Government Furnished Equipment : A. 10 Handguns B. 5 Knives C. 20 Kick shields D. 20 Tombstones E. 20 Rifles F. 20 Batons Location of Work : All work will be performed indoors in the Building D Tennis Courts at Offutt AFB, Nebraska. Codes : The training must comply with Air Force Instruction (AFI) 10-403, AFI 31-207 and Air Force Manual (AFMAN) 31-222. Work Schedule : The working hours for this contract shall be between 0700 and 1700 hours daily. Performance Period : The performance period will be 7 days; 7 July thru 13 July 2009 for the Basic Military Force Training Instructor Certification Course. The performance period will be 3 days; 14 July thru 16 July 2009 for the Advanced Military Force Training Instructor Certification Course. Submittals : 1. Lead Instructor resume to include copy of instructor certification from nationally accredited Krav Maga institution. 2. Assistant Instructor(s) credentials. 3. Training Schedule for basic course. 4. Training Schedule for advance course.. FOB: Destination for delivery to Offutt AFB, NE 68113. Quotes will be evaluated and awarded to the offeror with the lowest price technically acceptable.
