Description
The Office of Public Health and Science (OPHS), Office on Women’s Health (OWH), through the Program Support Center, Division of Acquisitions Managements, intends to award a 18 month sole source contract using simplified acquisition procedures to the Ann Arbor Community Center, 625 North Main Street, Ann Arbor, MI 48104 The purpose of this contract is to provide professional services to develop and implement Phase II of the Women of Faith Community Advocate Program. The Office on Women’s Health requires the services of the Ann Arbor Community Center to participate in our pilot Women of Faith Advocacy initiative which is designed to meet the needs of women who experience gender-based violence and who identify themselves as members of a faith community. The primary purpose of this contract is for the development of a method/approach which will meet the needs of women of faith who experience gender-based violence and to implement programs within a targeted faith community in a specific geographical area to increase the participation of the faith community in prevention and intervention activities focused on areas under the auspices of Violence Against Women (domestic violence, intimate partner violence, sexual assault, stalking, etc. The contractor shall be responsible for the following tasks: Task 1 - Community Awareness Campaign: Garner support from the church, domestic violence providers in the community, and other community stakeholders. Task 2 - Develop a training manual for clergy application in the church. Research, develop, pilot and update new and existing resources for use in faith communities. Task 3 - Advocacy Training and Follow-up: Provide training to clergy leaders and ministerial staff on domestic violence issues. Conduct monthly debriefing sessions. Task 4 - Collaborate with other pilot program directors to create a universal curriculum Task 5 - Implement a local evaluation and participate in a multi-site evaluation focused on the effectiveness of the Office on Women’s Health Pilot Women of Faith Advocacy Initiative The contractor shall be responsible for the following deliverables: Work Plan due on or before July 1, 2009 Five (5) Quarterly Progress Reports are due on or before the end of every third month- September 30 and December 31, 2009, March 31, June 30, and September 30, 2010. Final Report, Recommendations for Future Programming, and Training Guide due on or before December 31, 2010. Minimum Expectations for inclusion in deliverables: Work Plan- The work plan shall include specific program goals, objectives and outcomes, a detailed description of program activities and the process for implementation/recruitment along with supporting rationale (appropriate regional/state data highlighting the burden of impact) for target audience. The work plan shall include a local evaluation plan with copies of the tools included. The work plan shall include a timeline, budget, a plan for sustainability and a separate listing of all activities with dates and target numbers. The work plan shall include language for all memorandums of agreements. Quarterly Progress Reports will be used to provide an update on all issues relevant to program implementation. The progress report shall include information not limited to program goals, objectivities, activities, lessons learned, data, preliminary evaluation results, challenges and successes related to program implementation. Final Report guidelines will be provided by the Office on Women’s Health project officer. The final report shall include an analysis and synthesis of all data collected along with recommendations for future programming and a completed product. The proposed simplified acquisition is for services for which the Government intends to solicit and negotiate with only one source under authority of far 6.302. Interested persons may identify their interest by responding to the requirement within 10 days after the date of publication of this notice. A determination by the government not to compete this proposed simplified acquisition based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
