- Description
- The United States Special Operations Command (USSOCOM) intends to negotiate and award a sole source contract with Foreign Policy Research Institute Inc., 1528 Walnut St Ste 610, Philadelphia, PA, for access to plan, coordinate, and execute an open academic conference on the Foreign Fighters. This conference is geared toward assisting USSOCOM in better understanding the foreign fighter problem on a global scale. The NAICS number is 541720 with a size standard of $7.0 million. The conference is scheduled from 14 July to 15 July 2009, the period of performance will complete on 25 July or after all conference materials are delivered to USSOCOM. The authority for the proposed contract action will be conducted without providing for full and open competition pursuant to 10 U.S.C. 2304 (c)(1) as implemented by the Federal Acquisition Regulation (FAR) 6.302-1, only one source and no other supplies or services will satisfy the agency requirements. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. This is not a request for proposal. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government.
