Description
RECOVERY: PRE-SOLICTATION NOTICE FOR CONSTRUCTION PROJECT TO REPLACE SIDEWALKS & HANDICAP RAMP AT ADMINISTRATION BUILDING AND DIRECTOR'S LODGE AT THE BALTIMORE NATIONAL CEMETERY This project is being funded from the American Recovery and Reinvestment Act of 2009. The Department of Veterans Affairs (VA), National Cemetery Administration, is soliciting bids under Solicitation Number VA-786A-09-RA-0059 for the following: Contractor shall provide all professional services, labor, materials, tools and equipment necessary to replace sidewalks and reset stone pavement around the Administration Building and Lodge at the Baltimore National Cemetery, 5501 Frederick Ave, Baltimore, MD 21228 in accordance with the project statement of work, drawings and specifications. Work includes but is not limited to the following: Baltimore National Cemetery requires replacement of the existing sidewalks and handicap ramp for the entrance and the sides of the administration building and reset all stone sidewalks around the Administration Building and Lodge, including partial reset of stone on Lodge front porch. The project is required as a result from safety inspections of the site that indicated that the sidewalk has deteriorated because of upheaval of the sidewalk which was caused by infiltration of water below the grading and freezing temperature. This is currently creating a tripping hazard for visitors and personnel entering the administration building. Work includes the following: a.Demolish affected areas b.Remove and dispose of affected sidewalk c.Remove/correct base material and dispose as necessary for affected sidewalk d.Concrete and base material to be in accordance with Maryland DOT Specifications e.Compact sub grade and install soil separator fabric beneath 4" aggregate sub base. f.Install broomed finish new (3,000 psi) concrete sidewalk (300 SF) 4" depth. g.Install control joint every 25 SF. and expansion joint every 250 SF. where applicable. h.New concrete surface shall be pitched to drain and finished to prevent ponding on smooth surfaces. i.All stone pavement to be pulled up and prepared to be reset. j.Repair/replace all base material as necessary. k.Reset all stone pavements in new mortar beds on top of new base. Approx 1800 SF. l.Repair existing stone steps leading to front porch of lodge. m.Reset approx 200 SF of stone pavement on the Lodge Front Porch. CONTRACT DURATION: Performance period is approximately 45 calendar days from date of receipt of Notice To Proceed. NAICS CODE: 238110 SIZE STANDARD: $14.0 Million METHOD OF AWARD: THE GOVERNMENT CONTEMPLATES AWARD OF A FIRM FIXED-RICE CONSTRUCTION CONTRACT UNDER SERVICE DISABLED VETERAN OWNED SMALL BUSINESS SET ASIDE. Award will be made on a competitive basis under Federal Acquisitions Regulations (FAR) 14 to a responsible service disabled veteran owned small business responding to this solicitation. OBTAINING SOLICITATION MATERIALS: Solicitation material consisting of the Invitation for Bid (IFB) details and specifications may be accessed ONLY via FedBizOpps at http://www.fedbizopps.gov. No telephone requests will be accepted. The solicitation and drawings will be released for issue on June 16, 2009.
