- SPECIAL NOTICE This is a NOTICE OF INTENT for the U.S. Fish and Wildlife Service (USFWS), Region 5, to award a Sole Source Contract to the BioDiversity Research Institute, located in Gorham, ME. This procurement is in accordance with the authorities cited in 10 USC 2304(c)(3)(b), 41 USC 253(c)(3)(b), and the Federal Acquisition Regulation Part 6.302-3. BioDiversity Research Institute is a non-profit organization that will be performing a research project entitled "Avian Influenza Monitoring Efforts of shorebirds migrating through Maine" at the Rachel Carson and Parker River National Wildlife Refuges (NWR). This project consists of surveillance of the highly pathogenic avian influenza on over 10,000 acres of wildlife habitat on these two NWR's, to include the capturing the birds in order to take live samples, and banding and measuring the captured birds. Blood and mercury analysis will also be conducted. This is not a request for proposal. Organizations who are interested in future opportunities with the USFWS may provide detailed information of their capabilities.
