- Proposed sole source to Dr. Volodymyr Sabelkin. The Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b)(2) and FAR 6.302-1(a)(2)(i). Proposed source is Dr. Volodymyr Sabelkin of Fairborn, Ohio (CAGE: 3GPM8, NAICS: 541712). This notice of intent is not a request for competitive quotations: however, all quotations/responses received within THREE (3) days of issuance of this notice will be considered by the Government. Further determination by the government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The contractor is to plan, organize, and conduct a research program involving the analytical and experimental investigation of symmetrical and non-symmetrical microcontact interaction between smooth homogeneous mono-layered material bodies, and/or heterogeneous multi-layered composite material bodies including friction, sticking, and partial slip, fatigue for elastic and elastic-plastic material behavior with wide spectrum of high resistant and low ductility, and low resistant and high ductility behaviors subjected to cyclic loading. Analysis and experiments of ideal symmetrical problems should be extended to non-symmetrical microcontact interaction between Hertzian (elastic) and non-Hertzian (inelastic) homogeneous/composite solid bodies in homogeneous/nonhomogeneous external fields. Contact interaction between homogeneous, i.e. both mono-layered material and/or heterogeneous, i.e. one of them or both are multi-layered material with smooth surfaces should be analyzed including sticking and local partial slip, fatigue, wear and related damage mechanism. The analysis should include adhesion in case of microcontact interaction, when effect of this interaction commensurable with external loading, as well as elastic plastic isotropic material behavior at first approximation. Models should be applicable to a wide spectrum of materials such as high resistant and low ductility, titanium alloys, and low resistant and high ductility, gold based alloys. Experiments should include destructive and non-destructive techniques. All work, including the preparation of a draft research report, shall be completed by 31 August 2010 The period of performance is 1 September 2009 through 31 August 2010.
