- THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Heart, Lung, and Blood Institute (NHLBI) Office of Acquisition (OA) intends to negotiate and award a purchase order on a noncompetitive sole source basis to Columbus Instruments, 950 N. Hague Avenue, Columbus, Ohio 43204-2121. The reference number NHLBI-PB-(HL)-2009-150-DLM. The items to be purchased is: (1) Item# CLAMS-ENC-54---CLAMS Environmental Enclosure – 54”Upgrade; (2) Item# CLAMS-SS-12---CLAMS System Shelving/Drawers for 12 Stations; (3) HEPA Filter House, 12” x 12” with Filter; and (4) Replacement Filter. The Government's estimated expected delivery date is 60 Days after receipt of the purchase order. The delivery point is the National Institutes of Health (NIH), National Heart, Lung, and Blood Institute (NHLBI), Bethesda, Maryland. The sole source determination is based on the fact that NHLBI Murine Phenotyping Core requires a CLAMS Environmental Chamber equipped with stations holding oxymax mouse cages. This is compatible with an existing system for use in conjunction with a computer and software program and caging system. The system is used for measurement for VO2, VC02 and RER for determination basal metabolic rate in genetically engineered mouse models of cardiac and pulmonary disease. CLAMS Environmental chamber will permit the Laboratory to meet the NIH wide AAALAC accreditation requirements for monitoring temperature, humidity, air filtration and exchange in the oxymax animal housing systems in the new Murine Phenotyping Core (MPC) laboratory, in building 14F, room 118. The MPC requires an environmental chamber that can hold the oxymax cages and temperatures within a 1-3 degree F range, and which can be adjusted to assure thermo neutrality or permit the thermal challenge to mice during evaluation of basal metabolic rate is required. The CLAMS Instrument provided by Columbus Instruments meets the required specifications for the government. Therefore, it is to the Government’s best interest to purchase a system that will satisfy the Government’s need. Industry Classification (NAICS) Code is 334516 Analytical Laboratory Instrument Manufacturing, Standard Number Employees is 500. The small business set-aside does not apply. This acquisition is being conducted under simplified acquisition procedures, and exempt from the requirements of FAR Part 6. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this requirement. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurement.
