Description
Design and construction of a new Armed Forces Reserve Center located in Scranton, Lackawanna County, Pennsylvania. The project consists of three buildings: 1. an approximately 71,860 SF Training Center; 2. an approximately 7,423 SF Vehicle Maintenance Facility (VMF); and 3. an approximately 44,998 SF Heated Storage Building. The project includes organizational parking, antiterrorism measures and building information systems. Buildings will be of permanent construction with HVAC systems, plumbing, mechanical systems including air conditioning, security systems, and electrical systems. Supporting facilities include land clearing, paving, fencing, general site improvements, and extension of utilities to serve the project. Access for the disabled will be provided. Force protection (physical security) measures will be incorporated into design and include maximum standoff distance from roads, parking areas, and vehicle unloading areas. Heavy landscaping and bollards will be used to prevent access when standoff distances cannot be maintained. Comprehensive building and furnishings interior design services are required. While interior design and furniture layouts will be designed by the Contractor as part of this contract, furniture will be purchased by other contract. The project will contain the following options: 1. OMAR Funded Equipment Items; 2. Unheated Storage Building (USAR); 3. Unheated Storage Building (PAARNG); 4. VMF In-Floor Workbay Radiant Heat (PAARNG); and 5. Landscaping Trees and Shrubs. This solicitation is a Request for Proposal (RFP). The estimated price range is between $25,000,000 and $100,000,000. The selected Offerors will be invited to a Pre-proposal Conference and site visit. Meeting details will be provided in the solicitation. A construction cost limitation will be provided in the solicitation. This solicitation will be awarded using the Technical Tradeoff (Best Value) approach. The proposal for this procurement consists of the following: Experience of the Prime Contractor and Design Team; Past Performance of the Prime Contractor and Design Team, Past Performance on Utilization of Small, Small Disadvantaged, and Women-Owned Small Businesses; Technical Information (Renderings, Design Drawings, and Design Narrative); Management Plan; Subcontracting Information; Bonding, Price; and Pro Forma Information. The technical information contained in the proposal will be reviewed, evaluated, and rated by the Government. All evaluation factors, other than cost or price, when combined, are equal to cost or price. The solicitation will be available by download from the Internet only. NAICS code is 236220. Size Limitation is $33.5M. This is an UNRESTRICTED procurement. Contract duration for design and construction is 595 days. Approximate issue date is 15 June 2009 and approximate due date for proposals is 30 July 2009 at 2:00 p.m. Louisville Time. Project documents will be web only.
