- RECOVERY and Reinvestment Act money will be used to procure Hydrotreated Renewable JP-5 (HRJ5) for the Navy and Fiscal Year 2009 monies will be used to procure Hydrotreated Renewable JP-8 (HRJ8) for the Air Force. HYDROTREATED RENEWABLE JP-5 (HRJ5) NAVY REQUIREMENT (190,000 USG) INFORMATION BELOW: 1. Materials: Hydrotreated Renewable JP-5 (HRJ5) fuel supplied under this procurement shall consist predominately of n-paraffins, iso-paraffins and cycloparaffins and shall be produced solely from triglycerides and free fatty acids derived from either plant or algal oils. 2. Chemical and physical requirements: The chemical and physical requirements of the finished HRJ5 shall conform to those listed in the Navy specification Attachment 1. 3. Notional Delivery Schedule: Total Requirement: 190,000 USG, approximate •1500 gallons NLT 15 September 2009 – Navy Fuels Laboratory Patuxent River MD •16,500 gallons NLT 1 November 2009 – General Electric Lynn MA •22,000 gallons NLT 1 April 2010 – Naval Air Station Patuxent River MD •Option for 150,000 gallons between 1 July 2010 and 1 Jan 2012 – TBD Mode of delivery is FOB origin into intermodal containers and/or tank trucks (preferred mode). Provisions under FAR Subpart 12.1, Acquisition of Commercial Items, will be used for this procurement. 4. Feedstock: The feedstocks shall be produced in the USA. In order to minimize the variables during this initial testing, the feedstock oil used to produce all quantities of HRJ5 fuel shall come from the same source. The offeror shall identify the location and process used to produce the oil. It is desirable that the HRJ5 being purchased meet the Sustainable Aviation Fuel Users Group’s goals for sustainability, one of which intends that the fuel be produced from feedstocks which do not compete with food production. 5. Production: The offeror shall identify the location and production processes utilized to produce the HRJ5. 6. Other: (NAVY) American Recovery and Reinvestment Act (ARRA) funding will be used for the initial procurement. All rules, regulations, practices and reporting requirements as mandated by ARRA shall be incorporated into the solicitation and contract. HYDROTREATED RENEWABLE JP-8 (HRJ8) AIR FORCE REQUIREMENT (400,000 USG) INFORMATION BELOW: 1. Materials: Hydrotreated Renewable JP-8 (HRJ8) fuel supplied under this procurement shall consist predominately of n-paraffins, iso-paraffins and cycloparaffins and shall be produced solely from triglycerides and free fatty acids derived from either plant or algal oils or animal fat or mixtures thereof. 2. Chemical and physical requirements: The chemical and physical requirements of the finished HRJ8 shall conform to those listed in the Air Force specification Attachment 2. 3. Notional Delivery Schedule: Initial delivery required 30-120 days after contract award. Subsequent deliveries to be discussed during negotiations. Total Requirement: 400,000 USG, approximate Performance period: approx. two years – initial delivery of 200,000 USG (100K each source) with Option quantities up to 100,000 USG(each source) Location: Delivery to, but not limited to, Wright-Patterson AFB, OH; Edwards AFB, CA; Arnold Engineering Development Center, TN. Mode of delivery is FOB origin into intermodal containers and/or tank trucks (preferred mode). Provisions under FAR Subpart 12.1, Acquisition of Commercial Items, will be used for this procurement. 4. Feedstock: For all deliveries throughout the contract period the volumetric proportion of feedstocks (triglycerides and free fatty acids derived from either plant or algal oils or animal fat) used to produce hydro-treated renewable jet (“HRJ”) fuel shall be consistent. The type and number of feedstocks used in the production of the “HRJ” fuel for this procurement shall be the same for each delivery. 5. Production: The offeror shall identify the location and production processes utilized to produce the HRJ8. 6. Other: (AIR FORCE) Fiscal Year 2009 monies will be used. NOTICE TO ALL POTENTIAL SUPPLIERS: Prior to the exercise of any option period, market research will be done to determine if the option exercise is in the best interest of the Government. The solicitation will be posted for downloading on the Defense Energy Support Center Internet Web-Site at http://www.desc.dla.mil and Federal Business Opportunities home page at www.fedbizopps.gov and Recovery.gov page at www.recovery.gov.
