- Summary of Performance Table. THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. FAR PART 13, SIMPLIFIED ACQUISITION PROCEDURES, ARE UTILIZED IN THIS PROCUEREMENT. THIS ANNOUCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEIGN REQUESTED, AND A WRITTEN SOLICITATION DOCUMENTS WILL NOT BE ISSUED. This solicitation is a request for quotation (RFQ). The solicitation document incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-32. The associated North American Industrial Classification System (NAICS) code for this procurement is 518210 with a dollar amount of $25 million. This requirement is being competed as a 100% small business set-aside. APPLICABLE PROVISIONS AND CLAUSES: The Following FAR provisions and clauses apply to this solicitation: 52.212-1 52.212-3 52.212-4 52.212-5, including 52.222-50, 52.233-3 and 52.233-4 in paragraph (a) (1) and the following fill-ins in paragraph (b): 52.219-6, 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-36, 52.232-33, 52.217-5 Performance Work Statement (PWS) 1.Background The National Institute of Standards and Technology, Chemical Sciences and Technology Laboratory, Chemical and Biochemical Reference Data Division, Chemical Reference Data Group holds sixty-five (65) rolls of “original” microfilm on a spool that are in need of digitizing in JPEG format. Each frame contains infrared spectra along with the chemical information. Digitizing the microfilm would enable distribution of this data to the community at large and aid in the long term preservation of the data. •Provide Chemical Reference Data Group personnel with expertise in digitizing 35 mm microfilm to JPEG format with grayscale quality without losing any data 2.Specific Tasks and Associated Performance Standards All DVD deliverables shall comply with paragraphs (c), (d) and (3) of the following Section 508 standard (see www.section508.gov for more information): § 1194.24 Video and multimedia products. (a) All analog television displays 13 inches and larger, and computer equipment that includes analog television receiver or display circuitry, shall be equipped with caption decoder circuitry which appropriately receives, decodes, and displays closed captions from broadcast, cable, videotape, and DVD signals. As soon as practicable, but not later than July 1, 2002, widescreen digital television (DTV) displays measuring at least 7.8 inches vertically, DTV sets with conventional displays measuring at least 13 inches vertically, and stand-alone DTV tuners, whether or not they are marketed with display screens, and computer equipment that includes DTV receiver or display circuitry, shall be equipped with caption decoder circuitry which appropriately receives, decodes, and displays closed captions from broadcast, cable, videotape, and DVD signals. (b) Television tuners, including tuner cards for use in computers, shall be equipped with secondary audio program playback circuitry. (c) All training and informational video and multimedia productions which support the agency's mission, regardless of format, that contain speech or other audio information necessary for the comprehension of the content, shall be open or closed captioned. (d) All training and informational video and multimedia productions which support the agency's mission, regardless of format, that contain visual information necessary for the comprehension of the content, shall be audio described. (e) Display or presentation of alternate text presentation or audio descriptions shall be user-selectable unless permanent. The Contractor shall: •Digitize sixty-five (65) rolls of 35 mm microfilm (~600-800 large-sized) images •Use the JPEG format at 300 dpi •Save JPEG files onto DVD •Scan grayscale for quality •Use a naming convention that is: box number, followed by the underscore character (_), followed by image number (for example: 36_1.JPG) •Provide an interface that will enable the user to navigate to individual files and search by roll and image number 3.Deliverables and Reports, and Associated Due Dates •The Contractor shall record digitized images and interface onto DVD •The Contractor shall digitize microfilm within 30 days of Contractor receipt of microfilm •Provide a final product delivered on a standalone DVD, along with five (5) duplicate copies and a separate DVD without the interface 4.Place of Performance •The Contactor shall perform all work at its site 5.Period of performance •Twenty five (25) business days after delivery of the microfilms. 6.Government-Furnished Property, Data, and Information The Government will provide sixty-five (65) rolls of 35 mm microfilm, each containing between 600 and 800 frames, to the Contractor within 10 days after Contractor acceptance of the purchase order. All material provided by the Government in the performance of this contract remains the property of the Government. The Contractor shall return all material provided by the Government to them for the performance of this contract within thirty days of completion of the requirements of this contract. 7. Summary of Performance Requirements See attached table for information realted to this section. ADDENDUM TO PROVISION 52.212-1 - QUOTATION SUBMISSION INSTRUCTIONS (b) Submission of quotations. Submit signed and dated quotations to the office specified in this solicitation at or before the exact time specified in this solicitation. Quotations may be submitted on the SF 1449, letterhead stationery, or as otherwise specified in the solicitation. As a minimum, quotations must include— (1) The solicitation number; (2) The name, address, and telephone number of the offeror; (3) A detailed written technical approach for how the offeror proposes to satisfy the requirements of the Performance Work Statement (PWS) in this solicitation, including Section 508 requirements. This technical approach should be clear, concise and complete in describing how the offeror would satisfy each PWS requirement. (4) Firm-fixed-price for each task and related deliverable in the PWS, and any discount terms; (5) Acknowledgment of Solicitation Amendments, if any; and (6) If the quotation is not submitted on the SF 1449, include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation. Quotations that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration. All quotes shall be received not later than 5:00 PM Eastern Time on June 29, 2009 at Ricardo.cordero@nist.gov. Faxed quotes will not be accepted. EVALUATION FACTORS FOR AWARD The government will evaluate quotations based on the following evaluation criteria: 1) Soundness and feasibility of proposed technical approach for performing the requirements of the Performance Work Statement, and 2) Price. Factor 1) is significantly more important than Factor 2), Price.
