Description
The National Cancer Institute (NCI), Office of Workforce Development (OWD) plans to procure on a sole source basis for services regarding the Leadership Wisdom Series Program with The Schutz Company, 401 Marina Blvd., South San Francisco CA 94080. This acquisition will be processed under FAR Part 12 – Acquisition for Commercial Items and will be made pursuant to the authority in FAR 13.106-1(b)(2) and 13.501-(a)(1) using simplified acquisition procedures for commercial acquisitions. The North American Industry Classification System Code is 611430 and the business size standard is $7.0M. Only one award will be made as a result of this solicitation. Period of Performance: Performance shall be for one base year with four (4) one year option periods. This requirement will be awarded as a firm fixed price Indefinite Delivery/Indefinite Quantity (IDIQ) type contract. NCI has a requirement for the implementation of the Leadership Wisdom Series program for the 2010 – 2015 calendar years. The Leadership Wisdom Series is a six-month customized leadership program including three 2-day workshops powered by the themes of the Human Element. Between workshops, participants will implement and practice skills, continue learning through individual assignments, and partner with other participants to strengthen peer relationships, build networks and ensure accountability. The purpose of the program is to develop the leadership skills mid-level NCI leaders at the GS-12 through GS-14 levels annually. The contractor shall instruct and train a maximum of 18 NCI staff each year. Contractor shall develop and provide program materials including but not limited to bound journals and/or folders with articles and other relevant materials. Contractor shall provide weekly email follow-up correspondence and articles related to leadership to all participants beginning the week after the first session. Follow-up correspondence will be included in the cost of the program at no additional cost to NCI. The NCI intends to purchase the facilitation of the Leadership Wisdom Series Program from The Schutz Company. The Leadership Wisdom Series Program is a leadership program which was customized, designed, and facilitated specifically for NCI with the contributions of Celeste Blackman and Ron Luyet of the Schutz Company. It is based on the themes and philosophy of The Human Element program and requires facilitators with certifications in FIRO-based tools including Element B. Because the Leadership Wisdom Series was specifically designed and implemented as a pilot for NCI, no other vendor except The Schutz Company can offer it. It is a one-of –a-kind program with specific components which can only be offered by the Schutz Company and its facilitators. These include an in-depth knowledge and expertise in the FIRO theory of group development. This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI contracting office on or before 11:00 AM EST on June 10, 2009. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, contractors must have valid registration and certification in the Central Contractor Registration (CCR) www.ccr.gov and the Online Representations and Certifications Applications (ORCA), http://orca.bpn.gov.
