- NEW RESPONCE/CLOSE DATE OF THE SOLICITATION IS JUNE 5, 2009 at 4:00 p.m. EMAIL ALL QUESTIONS AND PROPOSALS TO SchoellkopfBJ@state.gov This is a combined synopsis/solicitation for commercial items prepared per the format in Subpart 12, as supplemented with additional information included this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number 2072-000121 is a Request for Quote (RFQ). The Government intends to award a firm, fixed price order for the acquisition of 20 white police motorcycles. The following Provisions and Clauses are incorporated into this RFQ by reference. No addenda apply to these Provisions and Clauses. FAR 52.212-1, Instructions to Offerors – Commercial Items, FAR 52.212-3, Offeror Representation and Certifications – Commercial Items, FAR 52.212-4 Contract Terms and Conditions – Commercial Items, FAR 52-212-5, Contract Terms and conditions required to Implement Statutes or Executive Orders-Commercial Items. No additional FAR clauses apply. Only US-owned, US-manufactured motorcycles will be considered. Motorcycles will be shipped to the port in Beirut, Lebanon via US flag ocean vessel. Interested offerors shall include the cost of shipping in their quotes. Requirements The motorcycles shall be capable of street police patrol and surveillance work in Beirut, Lebanon and the ability to withstand harsh road conditions and shall meet the following minimum specifications: A. Engine Motorcycle engines shall include: piston displacement of not less than 1690cc OHV Twin Cam 103Vibration Isolated V-Twin, air-cooled B. Clutch / Transmission 1. Clutch shall be of the latest multiple nine (9) plate design, wet. C. Brakes The motorcycles shall have disc brakes for both front and rear wheels. The front brake shall have drilled discs and the rear brake shall be single disc. D. Suspension 1. Motorcycles shall be provided with a suspension system to permit optimum handling conditions as required in law enforcement. E. Wheels / Tires 1. Tubeless type tires to have non-skid tread. F. Fuel Tank The fuel tank shall have a minimum capacity of six (6) U.S. gallons (or 22.71 liters). Must provide a minimum of 1 gal (3.8 L) reserve fuel capacity when main supply is exhausted and include an electric fuel pump. G. Electrical System Electrical system shall be nominal 12-volt. H. Lighting Each motorcycle shall be provided with the following lighting equipment: 1. Halogen Headlight, 55 watt low beam and 60 watt high beam. 2. Pursuit lamps front mounted PAR-36, one red and one blue (incandescent). 3. Tail light. 4. Turn Signals, self-canceling system. 5. Flashers, four-way, integrated into turn signal switches. 6. License plate lighting, minimum two blue indicator lamps. I. Visual Displays 1. Speedometer. Odometer. 3. Tachometer. Analog. 4. Fuel level gauge. 5. Emergency Light Activation Indicator. 6. Sight glass on brake master cylinders. 7. Fuel Mileage countdown till empty displayed in odometer window when Low fuel indicator lamp is lit. 8. Turn Signal Indicators 9. Neutral Indicator 10. High beam Indicator 11. Low Oil pressure Indicator 12. Engine diagnostic light 13. ABS indicator lamp 14. Security Lamp J.Additional Features Required 5. Saddlebags. Factory installed, saddlebags, minimum 2000 cubic inches of storage space per bag, water-resistant, utilizing police style speed latches. Warranty. 24 months, unlimited mileage. K. Emergency Response Kit with Pole light Pole light (color blue) Minimum 100W siren Minimum 100W amplifier Microphone REQUIRED DELIVERY DATE: The contractor shall propose the period of time for ordering and delivering the vehicles in county. The motorcycles shall be delivered to Beirut no more than 180 days after award. EVALUATION OF QUOTATIONS: The primary technical considerations for award of a purchase order will be compliance with the mandatory technical features listed above and the required delivery time. The Government intends to award to the lowest price technically acceptable quoter(s). Lowest price will be the aggregate sum of the item prices to include delivery to Lebanon. The Government will award a purchase order resulting from this RFQ to the responsible offeror whose offer conforms to the solicitation and is the most advantageous to the Government, price and other factors considered. Award will be made on the basis of the lowest evaluated price of proposals meeting or exceeding the acceptability standards for non-cost factors. The evaluation factors used in this RFQ will be rated acceptable/unacceptable. An unacceptable rating on any factor will be cause to remove the offeror from further consideration. All technically acceptable, responsible offerors will be placed in the competitive range and total price will be the deciding factor. The following is a breakout of the evaluation factors: (i)Ability to meet Statement of Work/Specification requirements. Provide a complete description of technical ability/capability of the Motorcycle in sufficient detail to evaluate compliance with the requirements. Each offeror shall provide sufficient data to substantiate the offerors' ability to meet all requirements of the Statement of Work/Specification. (ii) Ability to provide most expedited delivery of equipment. (iii)Past performance. Offerors shall provide documentation and references of other Government or commercial customers for whom the quoter has provide this system or similar system within the past two (2) years. Quoter must have an acceptable record of past performance. QUOTATIONS MUST INCLUDE THE FOLLOWING : PRICE: Unit price and extended price, inclusive of delivery charges DESCRIPTION: Description of equipment being proposed and how it meets or surpasses the requirements stated above; product literature may be included REFERENCES: Names and points of contacts of other Government or commercial customers for whom the quoter has preformed this or similar work for within the past two (2) years. Quoter must have an acceptable record of past performance. DUNS AND CCR: DUNS number and statement that the quoter has registered in CCR. CERTIFICATIONS: Completed certifications (FAR 52.212.-3) that are included in he ORCA web site (https://orca.bpn.gov/); In order to receive an award you must be registered in the Central Contractor Registration data base at www.ccr.gov unless and exception applies. All responsible sources may submit a quotation which shall be considered by the Department. Offerors shall state their standard warranty they offer in their response to the RFQ. Items to be shipped FOB destination to Beirut, Lebanon. Purchase order must be marked on the outside of the packing container. Note: Pricing MUST include pre-paid shipping - surface. Packaging, packing, and preservation shall be in accordance with best commercial practices to enable shipment to CONUS destination and onward shipment Lebanon without repacking or incurring damage during shipment and handling.
