- This is a Sources Sought Synopsis only. This is not a request for offers or proposals. This notice does not represent a commitment by the Government to issue a solicitation or award a contract. Information received will be used to determine the availability of technically capable firms that would be interested in submitting an offer for the anticipated solicitation. The General Services Administration, Region 6, Project Management Division is conducting a market survey and is seeking qualified firms to perform Best Value Services. Scope of Work / Requirements: The potential solicitation is for a services support contract with a certified Best Value Provider/Trainer to work with GSA personnel and incorporate a structured "Best Value" process for the selection of construction contractors and in the delivery of the design and construction contracts for GSA's construction projects that are valued between $100 K and $2.5 M and for the use in the source selection process for the procurement of term IDIQ A/E's and term IDIQ Construction Contractors. GSA is interested in a best value system that measures deviation and variance instead of minimum requirements and standards to improve contractor performance and value. The initial project that will be completed with the Best Value Provider/Trainer and incorporate their best value process is the solicitation/source selection of an IDIQ term contract for Design/Build Contractors. Each offeror shall include with their proposal a cost for their services to incorporate the best value process and complete the solicitation/source selection of the IDIQ term contract for Design/Build Contractors. The price proposal shall also include the education of the GSA source selection committee members and other key personnel, and all contractor and A/E personnel that are interested in submitting their qualifications for the Design/Build source selection. The price proposal shall include all other miscellaneous costs associated with the implementation of the offeror's best value system. GSA requires a Best Value Provider that can implement a best value system and that has the following experience or can meet the following requirements: Implement a best value system that compares both price and performance. Ability to educate Owner personnel, A/E and Contractor personnel. Includes a risk management system that documents project deviations that has been used effectively by the client for at least two (2) years. Meets the requirements of the FAR and GSAM. Has a minimum of three (3) years experience in implementing the best value system for clients. Has completed a minimum of fifty (50) design or construction projects with various clients in which they have implemented the best value process throughout the project. Has a high success rate for all design and construction projects completed under the best value process. The North American Classification System (NAICS) code for this procurement is 541611. The size standard is $7 million per year. Companies who are interested in this project should submit a statement of capabilities, which is not a proposal, but rather a short statement regarding the firm's expertise and experience on projects similar in scope (see above). Please limit submissions to 5 pages. This letter should include the following: •1) Firm's point of contact, with mailing address, e-mail address and telephone number •2) Firm's type of business - 8(a), HUBZone, SDVOSB, Small Business (SB) or Large Business •3) Intent to team with another firm and anticipated teaming arrangement •4) Answer to this question: Has your firm performed the type of work identified in the scope of work above within the past five years (what was the outcome)?
