- Description
- On or about 3 June 2009, this office will issue Request for Proposals for Construction of Vehicle Access Control Point, FY09 PN 61470, Detroit Arsenal, Michigan. The solicitation will close on or about 9 July 2009, 2:00 PM CDT. This solicitation is RESTRICTED TO TOTAL SMALL BUSINESS PARTICIPATION. The Contractor will be competitively chosen using a Best Value Source Selection procedure (Design Technical, Performance Capability and Price as factors). All factors, other than price, when combined are approximately equal to price. A tentative Site Visit date has been scheduled for: 16 June 2009 Time: 13:00 PM EDT. Location: US Army Corps of Engineers Detroit Arsenal Resident Office Bldg 234 Detroit Arsenal, Michigan Contact: Carmen Hill 586-574-6025 All registrations for site visit must be completed by 3:00 PM EDT 11 June 2009. See Obtaining Solicitation Documents below. Project Description: Construct a commercial vehicle access control point. Work will include a deceleration lane, gatehouse, vehicle search area and inspection house, guard and over watch booths, traffic control barriers, pedestrian access, entry lanes, turn-around lane, traffic signals and signage, vehicle resistant security fencing with cable reinforcement, active and passive barriers, a backup generator, and site lighting. Supporting facilities include all utilities, parking, sidewalks, signage, information systems and site improvements. Heating and air conditioning (approximately 8 tons) will be provided by self contained units. Accessibility for individuals with disabilities will be provided in public access areas. Antiterrorism measures include vehicle control barriers, laminated glass, mass notification, and security fencing which are included in the project cost. Installation of intrusion detection system (IDS) is also included. This project is required to provide initial security screening for commercial vehicles entering the installation. These facilities are required to provide screening in accordance with the Department of the Installation Access Control Program Standards. The following functions will be performed at this access control point; vehicle entrance screening, personnel identification validation, visitor control, and vehicle search and inspection The estimated design and construction cost of this project is between $5,000,000 and $7,000,000.
