- FATE RFQ ABL-90347 THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR SERVICES IN WHICH THE GOVERNMENT INTENDS TO ACQUIRE IN ACCORDANCE WITH FAR PART 13, SIMPLIFIED ACQUISITIONS PROCEDURES. DEPARTMENT OF COMMERCE (DOC), NATIONAL OCEANIC & ATMOSPHERIC ADMINISTRATION (NOAA), NATIONAL MARINE FISHERIES SERVICE (NMFS), ALASKA FISHERIES SCIENCE CENTER, AUKE BAY LABORATORIES HAS A REQUIREMENT FOR SERVICES TO CONTRIBUTE TO NOAA'S STRATEGIC PLAN TO INCORPORATE ECOSYSTEM PRINCIPLES IN RESOURCE MANAGEMENT. SPECIFICALLY, A CRITICAL AGENCY OBJECTIVE IS TO "PROTECT, RESTORE, AND MANAGE THE USE OF COASTAL, OCEAN, AND GREAT LAKES RESOURCES THROUGH AN ECOSYSTEM APPROACH TO MANAGEMENT (EAM)". AN ECOSYSTEM APPROACH TO MANAGEMENT IS ONE THAT PROVIDES A COMPREHENSIVE FRAMEWORK FOR MARINE, COASTAL, AND GREAT LAKES RESOURCE DECISION MAKING. IN CONTRAST TO INDIVIDUAL SPECIES OR SINGLE ISSUE MANAGEMENT, EAM CONSIDERS A WIDER RANGE OF RELEVANT ECOLOGICAL, ENVIRONMENTAL, AND HUMAN FACTORS BEARING ON SOCIETAL CHOICES REGARDING RESOURCE USE AND PROTECTION. CONTRACTOR TO PROVIDE SPECIFIC TASKS TO INCLUDE BUT ARE NOT LIMITED TO: 1) PROVIDE AN ASSESSMENT OF ECOSYSTEM BASELINE CONDITIONS IN THE PELAGIC ENVIRONMENT FOR THE EBS SHELF DURING LATE SUMMER/ FALL. 2) FROM THE BASELINE, CALCULATE ANOMALIES THAT WILL ILLUSTRATE WHETHER A SET OF OBSERVATIONS IN A GIVEN YEAR ARE ABOVE OR BELOW THE BASELINE THRESHOLD VALUES. 3) USE THE ANOMALOUS DATA SETS TO DETERMINE IF THE EBS IS, IN A RELATIVE SENSE, PRODUCTIVE, NEUTRAL, OR UNPRODUCTIVE, FOR EACH FOOD WEB COMPONENT; 4) ASSESS THE STRESSORS (CAUSES AND CONSEQUENCES) ON THE ECOSYSTEMS (DRIVERS AND PRESSURES) - CLIMATE INDICES (E.G. PDO STATE), SUMMER WINDS, STRATIFICATION, LOWER TROPHIC LEVEL PRODUCTIVITY; 5) PROVIDE FORECASTS OF PELAGIC ECOSYSTEM STATUS IN GENERAL, AND AGE-0 POLLOCK AND PACIFIC COD IN PARTICULAR, THAT ARE BASED ON A SET OF PHYSICAL AND ECOLOGICAL INDICATORS; 6) EVALUATE THE SUCCESS OF FORECASTS, AND UPDATE STATES RELATIVE TO BASELINE CONDITIONS. SEE ATTACHED STATEMENT OF WORK FOR COMPLETE DESCRIPTION OF SERVICES.
