- The Government is interested in obtaining information regarding HUBZone Small Business concerns to provide support services to the Geotechnical and Structures Laboratory (GSL) of the Engineer Research and Development Center (ERDC) in Vicksburg, MS. The requirement will include all aspects of planning, execution, data collection and reduction, and reporting to cover the research and development activities being executed by the GSL both at Vicksburg, MS and remote field sites as applicable. The specific tasks which the contractor will be required to participate in are directed towards satisfying and supporting Army and DoD requirements in several specific technical areas of engineering and science which include: geotechnical engineering, geosciences, geology, geophysics, physics, airfield and roadway pavements evaluations, vehicle/terrain interaction, general engineering, foundation engineering, sustainment engineering, engineering consultants, concrete materials, weapons penetration and phenomenology, airbase and airbase facility surveys, engineering technician support, technical and grammatical editors, student interns, and administrative support. The contractor will also be required to support the development and evaluation of new and modified materials, prototype hardware, fabricate model and prototype items, perform field and laboratory evaluations, collect test data and perform data reduction/analysis, assist in developing techniques for system evaluations, and support the conduct of a broad range of research leading to the resolution of both civil and military engineering problems. The contractor will be required to assist in the review of R&D work and products, which can include technical reports and papers, plans and specifications, progress reports, and other informal reports and video documentation covering research activities, technical briefings, and the presentation of research findings. The deliverables of this requirement are overall support to GSL research and testing, technical reports, computer models, and prototype equipment and systems. Contractor personnel must be US citizens and be capable of obtaining security clearances on an as needed basis up to the SECRET level. The Labor Categories and descriptions follow: Engineer/Scientist/Geologist/Geophysicist/Physicist/Computer Science (ie. Professionals): Level I: The Level I professional has completed a Bachelors degree in the area of required expertise. This level can include Civil, Mechanical, Structural, Geotechnical or General engineering disciplines or the disciplines of Physicist, Geologist, Geophysicist, General Sciences or Computer Science. Level I professionals may be recent college graduates. Knowledge, Skills and Abilities (KSA) in report writing; technical presentations; laboratory or field experiment conduct; data collection, reduction and analysis; or computational modeling would be desirable. Level II: The Level II professional has completed a Masters degree in the required area of expertise or has at least 3 years of documented experience in related professional field with KSA that support the required GSL mission. Desirable KSA for this position can include, but are not limited to the following: published refereed journal articles or reports; computational modeling/code development; field or laboratory test experience; project management; resource allocation; project safety; project proposals; or professional certifications in related field. Level III: The Level III professional has completed a PhD degree in the required area of expertise or has at least 6 years of documented experience in related professional field with KSA that support the required GSL mission. Required KSA for this position should include, but are not limited to the following: published refereed journal articles or reports; recognized at a national level in field of expertise; computational modeling/code development; field or laboratory test experience; project management; resource allocation; project safety; project proposals; professional certifications in related field. Engineering Technician (ie. Technician): General Skills Required: The technician within GSL supports research professionals with the conduct of both civil and military research. This research is conducted in a variety of settings including the office, laboratory, local test areas and remote field sites that are out of the state of Mississippi. Level I: The Level I technician is not required to have a degree in the area of expertise. They must have the physical ability to perform manual tasks (heavy lifting) and ability to be trained in other skill areas. KSA that are desirable at this level include: Associates degree from a community college; surveying experience; solid mathematics skills; basic computer skills; ability to operate heavy equipment on a limited basis; ability to work well with others; willingness to travel to remote field sites; good driving skills and ability to obtain a commercial drivers license; construction experience; and ability to obtain a SECRET security clearance. Level II: The Level II technician is not required to have a degree but must have at least 2 years of documented experience in some of the desired skills that could be equated to an Associates degree or higher. They must have the physical ability to perform manual tasks (heavy lifting) and ability to be trained in other skill areas. Required KSA for this level include: basic computer skills; experience working with and leading small groups of people on projects; ability to operate heavy equipment such as backhoes, dozers and front end loaders; clean driving record and ability to obtain a commercial drivers license; good verbal and writing communication skills; good mathematics skills; ability to accurately gather and reduce technical data; and ability to obtain a SECRET security clearance. Surveying experience is preferable. Level III: The Level III technician is not required to have a degree but must have at least 10 years of documented experience demonstrating the skills necessary to perform the research tasks for GSL. A college degree at or above the associates level will be counted toward experience criteria. They must have the physical ability to perform manual tasks (heavy lifting) and ability to be trained in other skill areas. Required KSA for this level include: excellent computer skills; experience with material acquisition and resource allocation; ability to lead larger groups of people (12+); ability to operate heavy equipment such as backhoes, dozers and front end loader; clean driving record and ability to obtain a commercial drivers license; ability to obtain a SECRET security clearance; excellent verbal and written communication skills; excellent mathematics skills; and ability to accurately gather and reduce technical data. Surveying experience is preferable. Technical/Grammatical Editor: The Technical and Grammatical Editor positions are intended to support GSL project engineers in the preparation of technical reports, papers and journal articles. The Grammatical Editor position is targeted at individuals with at least a BS/BA in English or some similar, related field where the individual has demonstrated skills in teaching or reviewing written material and assuring sound grammatical structure, punctuation and format. The Technical Editor position is targeted at individuals with at least a BS degree in a technical field of study such as, but not limited to: any of the engineering disciplines; geology; physics; and computer science. This position requires that the individual have strong technical skills related to the research being conducted by GSL and strong grammatical skills as well. Administrative Assistant: The Administrative Assistant is not required to have a college degree, but must be capable of performing a variety of administrative and support type duties such as file management, basic financial budgeting, clerical, property accountability, timekeeping, correspondence, report preparation, receptionist, supply management, travel, forms control, statistical reports, and other general office duties as required. College Student Intern: Level I: The basic requirement for this position is that the individual be enrolled in a university or community college and maintaining at least a 3.00 GPA. It is required that the individuals filling these positions be enrolled in an engineering or pre-engineering or pre-science discipline with the intent to complete a BS degree in any of the following areas: civil, mechanical, structural, geotechnical engineering; computer engineering; physics; geology; geophysics or general engineering. This level is targeted at freshmen and sophomore level college students. Level II: This level encompasses the same requirements as Level I and is targeted at the same disciplines with the target individual having obtained at least a 3.00 GPA and a classification of Junior or higher. Student Intern: This position is intended to be broad and encompass high school students at least 16 years of age up through college students who are majoring in non-science or engineering curriculums. It is required that individuals filling these positions have basic computer skills; be capable of supporting engineering, technician or administrative positions within GSL; perform basic clerical duties; be proficient with Word, Excel and Power Point; and handle telephone inquiries. Travel Requirements: Contractor personnel may be required to travel within the Continental United States to perform temporary duty as required by specific Task Orders. The contractor must comply with the DoD Joint Travel Regulations. Examples: Engineering Technicians may be required to travel up to 70%; professional up to 50%; administrative personnel less than 10%; College Interns up to 20%; Student Interns up to 20%; and Technical/Grammatical Editors up to 20%. The capability statement shall be in sufficient enough detail, but not to exceed 10 pages, so that the Government can determine the experience and capability of your firm to provide the requirements above.
