THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSALS. THERE WILL NOT BE A SOLICITATION, SPECIFICATIONS, OR DRAWINGS AVAILABLE. The Tracking No. for this announcement is W91238-09-S-0153. The purpose of this Source Sought is to gain knowledge from potential small contractors who are interested and have the capability and qualifications to complete and perform the below described construction services. The 2007 North American Industrial Classification System (NAICS) code applicable to this project is 237990 Other Heavy and Civil Engineering Construction and the small business size standard is $33.5 Million. The SIC is 1629Heavy Construction, Not Elsewhere Classified and the Federal Supply Code is Z299Maintenance, Repair or Alteration of Real Property. Government will use responses to this SOURCES SOUGHT synopsis to make appropriate acquisition decisions to solicit this project as either competitive Service Disabled Veteran Owned, 8a or HubZone Small Business or Unrestricted. Proposals will be evaluated using sealed bidding procedures that will result in award of a firm-fixed-price contract to the responsible proposer whose proposal, conforming to the solicitation, and is the most advantages to the Government, considering only price and the price-related factors included in the invitation. The magnitude of the West Sacramento Project Levee Reconstruction Contact C, Yolo County, California is estimated between $5~$10 Million. Public bid opening procedures are applicable to the solicitation. A firm fixed price competitive Small Business contract is anticipated to be awarded using sealed bidding evaluation criteria. General Description of Work: West Sacramento Project Levee Reconstruction Contact C, Yolo County, California West Sacramento Yolo Bypass levee is the part of West Sacramento Levee project, the area is located along the left bank levee of the Yolo Bypass in West Sacramento, Yolo County. The project reach extends from I-80 south approximately 1400 feet. The levee remediation consists of : a.Replacing the existing levee fill with new suitable levee fill along the waterside of the levee and at the foundation to a 10 foot depth. b.Recompacting. c.Improve levee slope stability by avoiding the build up tension cracks developing that then cause slumping. d.Add a new berm on the water side to further increase the levee strength and stability. e.Excavate about 51,221 CY material. f.Import about 40,900 CY suitable material. General Information: The Capabilities Statement for this sources sought is not expected to be a proposal, but rather short statements regarding the companys ability to demonstrate existing-or-developed expertise and experience in relation to the areas specified herein. Any commercial brochures or currently existing marketing material may also be submitted with the Capabilities statement. Submission of Capabilities statement is not a prerequisite to any potential future offerings, but participation will assist the U.S. Army Corps of Engineers in tailoring requirements to be consistent with industry capabilities. This synopsis is for information and planning purposes only and is neither to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation. Submissions that do not meet all requirements or submitted within the allotted time will not be considered. Include in your Capabilities Statement: 1) State your Small Business Status (i.e. Hubzone, 8(a), etc.) 2) Ability to obtain bonding coverage of at least $10 Mil; 3) Recent and relevant experience within the last 3 calendar years, for projects of similar size, scope, and complexity; 4) How you will manage work in accordance with FAR 52.219-14(b)(3), Limitation on Sub- contracting: General Construction; 5) All respondents in response to this notice, must identify their business size relative to the NAICS Code.
