Description
RECOVERY This announcement is a presolicitation notice only and proposals are not being requested at this time. The National Park Service (NPS) anticipates issuing a Request for Proposals (RFP) in July. The RFP and future amendments will be available, without charge, through www.fedbizopps.gov by entering the solicitation number N1574090044 in the quick search block. A) Offerors: This acquisition will be solicited in accordance with the requirements of the Small Business Demonstration Program, Public Law 100-656 and accordingly will be open to both small and large businesses. All responsible sources may submit a proposal which shall be considered by the National Park Service. The North American Industrial Classification System (NAICS) code for this acquisition is 237110 and the associated small business size standard is $33,500,000. B) Brief Project Description: The contractor shall construct a new aerated lagoon type Waste Water Treatment Plant (WWTP) with a subsurface disposal system to replace an existing trickling waste water treatment facility. The new WWTP shall be constructed at Madison Junction, Yellowstone National Park. The new WWTP shall provide adequate storage and standby power necessary to prevent sewage spills into the Madison River. C) Estimated Price Range: Between $5,000,000 and $10,000,000 D) Schedule: All dates are tentative and may change. Issue Request for Proposals July 2009; Proposals due August; Award contract September; Issue Notice to Proceed October; Substantial Completion Summer 2011. E) Plans and Specifications: Construction documents will be issued in conjunction with the solicitation. F) Site Visit: The National Park Service anticipates conducting a pre-proposal site visit; however, the exact date has not yet been determined. Additional information regarding the site visit will be noted in the solicitation. The NPS will conduct only the one pre-proposal site visit. The site is not open to the public and thus it is anticipated there will be no other opportunities for offerors to view the project site. G) Interested Parties List: Yellowstone National Park will maintain a list of contractors, suppliers and planrooms who have expressed an interest in this specific project. The list will be comprised of companies which have requested to be added to the list. Companies may request to be added to the list and /or a copy of the list by e-mailing their request to john_chaney@nps.gov. Copies of the list will not be issued until after the solicitation has been posted on www.fedbizopps.gov. Requests to be added to the list should include the following information: company name, mailing address, phone & fax number, email address and business type (i.e. General contractor, electrical contractor, mechanical contractor, planroom, etc.) H) Proposed Contract Type: Firm fixed price contract with lump-sum pricing. I) Proposal Evaluation Criteria / Factors: Award will be made to the Offeror presenting the best value to the Government. Selection will be based on price and non-price factors. The anticipated non-price factors are 1) Prior experience, 2) Project management, and 3) Past performance. J) American Reinvestment & Recovery Act (ARRA): This acquisition will be funded by ARRA and thus the solicitation and resultant contract shall contain all additional clauses and provisions in accordance with Federal Regulations.
