Description
The National Aeronautics and Space Administration (NASA), the Earth ObservatorySystems Program Office (EOS) and the Global Water and Energy Cycle (GWEC) program havethe stated mission to design, develop, integrate, launch, and operate the GlobalPrecipitation Measurement (GPM) Core Observatory. The GPM Mission is an international partnership mission to understand globalprecipitation and its impacts. The GPM Core Observatory is a primary member of amulti-member constellation of satellites that provides precipitation science data forprocessing and distribution. Carrying both a dual frequency radar instrument and apassive microwave radiometer, the Core Observatory will serve as a calibration standardfor the other members of the GPM spacecraft constellation. GPM is scheduled to launch in2013 into a Low Earth orbit (LEO) with a mission life of three years.NASA/GSFC has a requirement for design, development, and testing requirements for theGlobal Precipitation Mission (GPM) Core Spacecraft propulsion system thrusters. Thepropulsion system requires 12 flight thrusters and 2 spares (4 flight plus 1 spare with90-degree nozzles and 8 flight plus 1 spare with straight nozzles). In addition, thegovernment will have the option to request 1 spare thruster valve at a later date. Please see attached documents for the Global Precipitation Measurement GPM) Projectentitled: Thruster Specifications, Statement of Work, and Thruster Deliverable Items Listand Schedule (DILS). These documents define the work to be performed for Contractordesign, development, fabrication, and delivery of the GPM thrusters, from here onreferred to as the thrusters.This notice is a combined synopsis/solicitation for commercial items prepared inaccordance with the format in FAR Subpart 12.6, as supplemented with additionalinformation included in this notice. This announcement constitutes the only solicitation,which is issued as a Request for Quotation (RFQ); quotes are being requested and awritten solicitation will not be issued. Offerors are required to use the On-Line RFQsystem to submit their quote. The On-line RFQ system is linked above or it may beaccessed at http://prod.nais.nasa.gov/cgi-bin/eps/bizops.cgi?gr=C&pin=. Theinformation required by FAR Subpart 12.6 is included in the on-line RFQ.The Government intends to acquire a commercial item using FAR Part 12 and the SimplifiedAcquisition Procedures set forth in FAR Part 13. The Government intends to award using FAR Part 13 and SUBPART 13.5 Test Program ForCertain Commercial Items.Interested organizations may submit their quotes, capabilities, and qualifications toperform the effort in writing to NADJA HARDY via the On-Line RFQ system no later than4:00 PM on 06/23/2009 Eastern Time.Questions regarding this acquisition must be submitted in writing to:nadja.hardy@nasa.gov no later than 4:00 PM on 06/16/2009 Eastern Time. It is the quoter'sresponsibility to monitor this site for the release of amendments (if any). Potentialquoters will be responsible for downloading their own copy of this notice, the on-lineRFQ and amendments (if any).Oral communications are not acceptable in response to this notice.An ombudsman has been appointed - See NASA Specific Note "B".
