- This synopsis is being posted to the Federal Business Opportunities (FBO) website located at http://www.fbo.gov, the Navy Electronic Commerce on Line (NECO) website located at https://www.neco.navy.mil/, and the Naval Surface Warfare Center, Crane Division, Acquisition website located at http://www.crane.navy.mil/acquisition/synopcom.htm. FBO is the primary point of entry to be used when access to synopses and solicitations from the World Wide Web is required. However, the NECO webpage as well as the Naval Surface Warfare Center, Crane Division, Acquisition webpage serve as alternatives if the FBO website is unavailable. Naval Surface Warfare Center Crane Division plans to enter into a five-year Basic Ordering Agreement (BOA) with Raytheon Technical Services Company, 1650 Industrial Blvd., Chula Vista, CA 91911. It is anticipated that firm-fixed-price and cost-plus-fixed fee job orders will be issued for manufacturing, restoration upgrades and repair of AN/SLQ-32(V) Countermeasure system and components to include the Angle Encoder, Instantaneous Frequency Measurement Converter, Countermeasure Receiver, Digital Processing Unit Input/Output, Radio Frequency Amplifier, Installation Kit Electrical Equipment and Special Purpose Electronic Test Equipment Kit. Terms and conditions will be negotiated on a job order basis. Procurements under the BOA will be conducted on a sole-source basis in accordance with the statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1. The Government does not own adequate Level III drawings, data rights to test procedures, or test benches that are required to ensure the components are restored, overhauled or manufactured to meet the original equipment functional specifications. Additionally, the Government does not own the data rights to the software and firmware required to ensure the AN/SLQ-32(V) System is functional. The original equipment manufacturer, Raytheon Company located in Goleta, CA, transferred the test benches, methodologies, expertise, Level III drawings to their Inter-Office-Transfer, Raytheon Technical Services Company for the aforementioned components. A formal solicitation will not be issued. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed ef! fort based upon responses to this notice is solely within the discretion of the Government.
