- Work requirements for Hydrodynamic Modeling: The New Orleans District intends to award the University of New Orleans a Sole Source, Firm-Fixed Price purchase order for representative salinity time series for the region from Lake Maurepas to Mississippi Sound and GIS spatial representations of these time series using the UNO mass balance model [Roblin 2008; McCorquodale et al 2009]. GIS spatial representations of the MRGO salinity targets for the study area would be developed based on the mean optimal salinity at the Ford Line and the standard errors for each month. Target salinity ranges will be represented spatially and temporally. Data analysis will be performed to determine the temporal and spatial variation of study area salinity and water quality, as well as validate/calibrate model performance. Representative salinity time series for the pre-2009, baseline, future without project, and future with project condition would be developed. The representation records will include average monthly salinity for dry, wet and near normal years and will be based on the available hydrologic inputs. The model will be calibrated/validated with data provided by USACE SAM. Consistency among the various data sources will be examined. A GIS spatial representation of the analyzed data will be produced. The representative time series will be compared to the salinity targets to determine if the targets have been met historically, and if not, under which conditions and how often the targets have not been met. Inputs, such as bathymetry, would be updated if available and determined to be necessary. The baseline condition period would include the Inner Harbor Navigation Canal (IHNC) storm surge barrier and the full closure structure on the Mississippi River Gulf Outlet (MRGO) just south of Bayou La Loutre. The future without project condition would include the baseline condition projects and other projects determined to be part of future without project condition. To present these simulated data for the selected locations on a monthly basis consistent with the salinity targets for the project; mean and upper and lower deciles will be reported. Output will be recorded for wet, dry, and normal year scenarios. This is a notice of intent AND a source for sought. Data should be post-processed for input as needed into water quality and ecological models. Model outputs and methodology should be documented in a modeling report.
