- This is a sources sought notification. This is a market research tool to determine the availability of sources prior to issuing the RFP. This announcement is for information and planning purposes only. The intent of this notice is to identify potential veteran owned, service disabled veteran owned, HUBZone, small disadvantaged, and women owned small businesses certified by the Small Business Administration (SBA) capable of providing charter bus leases at various Navy Installations. The North American Industry Classification System (NAICS) code for this proposed competitive procurement is 485510 (size standard is $7M). The contract will consist of a base period and options totaling 60 months of performance. The successful contractor shall furnish all labor, supervision, management, tools, materials, equipment, facilities, transportation, incidental engineering, and other items necessary to provide chartered bus service for the entire NAVFAC MIDLANT area of responsibili! ty. The work is primarily located in the Tidewater/Hampton Roads area, including the Norfolk Naval Base, Armed Forces Staff College, Norfolk Naval Shipyard, Williamsburg, Yorktown, Langley, Hampton, Newport News, and Oceana. In addition trips may be made to / from any of MIDLANT's Northeast Client Base locations, or other locations along the eastern seaboard from Main through Florida. The exact locations will be indicated in each Task Order by the Contracting Officer. The Contractor shall also be responsible for all expenses that his Drivers will incur on all over- night service, such as, but not limited to: operational cost of bus(es), lodging, per diem, tolls and ferry fees, or any other associated expenses. Some trips shall require the Contractor to provide the necessary buses with drivers for over night service (to be available 24 hours a day for the full term of the trip). Some of these trips could be up to 5 or more days. During these trips, the buses are not on! ly supplied for the initial round trip transportation but to also transport the passengers from their initial point of arrival to other locations in the area as directed by the point of contact. This procurement will be a MULTIPLE AWARD indefinite delivery, indefinite quantity (IDIQ) contract with award options. The Contractor shall provide a bus of the touring type equal to buses used as Commercial Highway Motor Coaches as defined by the Department of Transportation Federal Motor Carrier Regulations with the following standard equipment: Buses shall be no more that ten-model years old at the time of rental. (i.e., 1999 model or newer at the time of a 2009 rental) and as a minimum, be capable of accommodating not less than 44 passengers in a seated position. The Government may order buses of larger capacity than 44 seats for special trip requirements or the contractor, at his option, may at any time supply buses of more than 44 seat capacity to meet the minimum 44 seat requirements. Under the Maximum size bus rental the Contractor is requ! ired to supply the largest bus owned by or available to the Contractor for that trip. This includes refurbished units which are not to be more than 10-model years old at the time of rental. All Charter Buses shall have reclining seats, heat, air conditioning with ventilation at each seat (forced air type), individual reading lights, and bathroom facilities. A charter bus coach is a unit of motor passenger equipment used exclusively to transport personnel Any and all qualified firms are encouraged to respond. It is requested that interested parties submit a brief capabilities package. The Capability Statement should include the following: 1) Name and address of firm, 2) Relevant experience and past performance, 3) Size, status, program, if applicable, 4) Ownership, 5) Year firm was established, 6) Name of two principles to contact, including title and telephone number, 7) approved NAICS for your firm. Additional information related to this procurement will be available ! once the specifications are available in electronic format only on www.neco.navy.mil website. The Government reserves the right to request additional information as needed, from any and all respondents. The information must be complete and sufficiently detailed to allow the NAVFAC team to determine the firm's qualifications to perform the defined work. Please provide on 8 by 11-inch standard paper and limit number of pages to 5 (including all attachments).
