Description
Sources Sought Notice (Market Survey) The US Army Armament Research Development and Engineering Center (ARDEC), Weapon Systems and Technology Directorate, Indirect Fire Armaments Division, Picatinny Arsenal, NJ 07806-5000, is conducting market research for the development of a production manufacturing process for the fabrication and assembly of a high shock and high temperature loaded diode laser igniter for propelling charge initiation in large caliber artillery systems. The laser igniter must be tolerant of high shock and vibration loading (~10,000 Gs axial direction, ~ 5,000 Gs lateral direction) and must operate over a temperature range of -50C to +150C. Typical operational constraints for the diode laser igniter are available drive current of 60 - 100 amps (60-70 amps preferred), available drive voltage of 150- 200 Volts, ~20 - 30 joules nominal output energy, ~15ms pulse width, 0.1Hz duty cycle and an output wavelength range from 750nm to 2 microns. Life expectancy is typically 10,000-20,000 pulses total over a period of several months to twenty years (i.e.; system could be very active or could be idle for very long periods of time). The maximum laser beam exit diameter should not exceed 5mm nor have a beam waist smaller than 5 mm nor exceed 10mm at a distance of 1 meter. The physical package size is 22 mm (diameter) X 110 mm long (maximum). The laser will be in intimate contact with and located within a confined space and must tolerate the overall temperature excursions of the weapon with no active cooling provided to the laser igniter. Low level pulses or low current throttling of the laser is the preferred method for heating the laser when required at the extreme cold temperatures. Other capabilities to include: the ability to manufacture 15 fully functional laser igniters per day; to be able to deliver initial manufactured production test articles to the Government for Government planned testing and evaluation; to evaluate and analyze the results from the Government planned testing and provide and demonstrate corrective actions/process improvements performed. Firms/companies are invited to indicate their interests and capabilities by providing specifications, brochures, manuals, reports, and other technical data. All information is to be submitted via email (10MB limit) at no cost or obligation to the Government; information provided will not be returned. All responsible, interested Offerors are encouraged to submit their capabilities / qualification data No LATER THAN June 24th, 2009. TELEPHONE INQUIRIES WILL NOT BE ACCEPTED. The Government will accept written questions by email. When responding please include your socioeconomic standard as listed in FAR 19.202-5(a). The Technical Point of Contact for this action is Tom DeVoe, Electrical Engineer RDAR-WSW-I, thomas.devoe@us.army.mil This is a Sources Sought / Market Survey Announcement only and should not be construed as a Request for Proposal or a commitment by the U.S. Government. The U.S. Government does not intend to award a contract on the basis of this market survey. A formal solicitation is anticipated and a solicitation noticewill be published at a later date with more detailed technical requirements provided.
