- The Property Management Division-Minnesota/Wisconsin Service Center intends to issue a Request for Proposal (RFP) for an Indefinite Delivery-Indefinite Quantity (IDIQ) Multiple Award Contracts (MAC) for maintenance, repair, and construction services for the Minneapolis/St. Paul MN Metropolitan area, to include Eau Claire WI. Typical work includes, but is not be limited to: interior and exterior renovations, heating, ventilation and air-conditioning to include controls, electrical, mechanical, plumbing, fire suppression, fire and security systems, communications, site-work, landscaping, fencing, masonry, concrete, asphalt paving, storm drainage, asbestos and lead abatement, mold and limited soil remediation, and other related work. All will be in accordance with individual delivery order requirements, specifications and drawings provided with each project or master specifications. The government anticipates award of a minimum of six (6) individual MAC contracts, providing sufficient qualified contractors present offers. A minimum of three (3) awards will be made to Section 8(a), Certified HUBZONE Small business and Service Disabled Veteran Owned Business (SDVOB) concerns, providing sufficient qualified contractors present offers. All other awards will be unrestricted and are being made pursuant to the Small Business Competitiveness Demonstration Program, FAR 19.1007(a) (2)). Qualified Emerging Small Businesses (ESB) (See FAR 19.1002 for definition) will be identified and resulting delivery orders of $30,000 or less will be set-aside for exclusive participation by ESB MAC contract awardees. The North American Industry Classification System (NAICS) codes for this work are 236220, small business size standard is $33.5 million, and 238990, small business size standard is $14 million. All responsible firms may submit an offer. A Small Business Subcontracting Plan will be required if the offeror is a large business and must be submitted with the offer. These anticipated contracts will consist of a Base Award Period of one (1) calendar year, and four (4) one-year option periods. Total contract period, to include options, shall not exceed five (5) calendar years. Delivery Orders will range from $2,000.00 to $150,000.00. The total of individual delivery orders placed against this contract shall not exceed $3,000,000.00 to any one contractor in a single calendar year. The selection process will be conducted in accordance with FAR Part 15 source selection procedures. Proposals will be evaluated on Past Performance, Technical, and Price Evaluation of a Seed Project. Prospective offerors must submit a written past performance and technical proposal and a price proposal for the seed project to be considered for award. The seed project will be used to evaluate the price proposal and portions of the technical proposal and may be awarded upon availability of funds. It is anticipated that the solicitation will be available on or about June 19, 2009. A Pre-proposal conference and site visit will be conducted; the date and time will be specified in the solicitation package. Interested contractors are encouraged to attend the pre-proposal conference and site visit. The solicitation closing date will be 30 days after the issuance of the solicitation package. The actual date and time will be identified in the solicitation. Interested offerors must be registered in the Central Contractor Registration (CCR) database. Firms can register via the CCR Internet site at http://www.ccr.gov or by contacting the CCR Information Center at 1-888-227-2423. Interested offerors are required to submit their representations and certifications on-line at http://orca.bpn.gov. You will need your DUNS number and CCR MPIN in order to log in to the Online Representations and Certifications Application (ORCA) website. The solicitation and associated information to include the plans and specifications will be available from the FBO site mentioned above. No telephone requests will be accepted.
