Description
MARKET RESEARCH, Army Troposcatter communication system The USACECOM Contracting Center, Fort Monmouth, NJ is requesting information from potential sources to support a demonstration and user evaluation / trial of modern commercially available, high performance, tactical troposcatter communication systems for Project Manager, Command Posts (PM CP). Troposcatter systems of interest are militarized, mobile, operate in the Ku (above 14.8 GHZ), C and/or X- frequency bands, and are capable of providing high capacity (greater than 16 Mbps ) Beyond Line of Sight (BLOS) data links. Vendors interested in participating shall provide two or more systems for technical demonstrations between Ft. Monmouth, NJ, Ft. Dix, NJ and Aberdeen Proving Grounds (APG); and end-user operational evaluation in close proximity to Ft. Campbell, KY. Participating vendors shall provide necessary transportation, technical support, associated items of equipment and test sets needed for system operation and demonstration, at no expense to the government. The technical demonstration is requested as soon as possible. End-user operational activities (training/evaluation) are planned for the July/August 2009 timeframe in close proximity to Ft Campbell, KY. Features and operational characteristics to be demonstrated will include system transportation, setup, initialization, antenna alignment, link establishment, and link performance. Link performance to be demonstrated includes data transmission rates, error rates, fade and link availability. Vendors offering multiple system configurations (e.g. manpack, flyaway, trailer mounted, vehicle mounted, etc.) are encouraged to provide one example of each to allow an opportunity to evaluate applicability of each in various technical/operational scenarios. Operator training and technical documentation shall be provided to users at vendors expense to ensure safe installation and operation of systems. Vendors shall agree to leave equipment with unit conducting evaluation for a period of 15 days following conclusion of system training. The requested information is sought to determine the current capabilities across the community and to provide possible solutions for high capacity, beyond line of sight data troposcatter communications. The information provided may be used by the Army in developing its acquisition strategy and statement of work/statement of objectives and performance specifications. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response. Please be advised that this notice does not constitute a Request for Proposal and is not to be construed as a commitment by the Government. The Government will not reimburse contractors for any costs incurred in responding to this request for information. This request shall state the companys name, address, Commercial and Government Entity (CAGE) code, and point of contact name, e-mail and telephone number; and the Security Management Office (SMO) code and Facility Security Officer contact information. Vendors participating shall complete and sign the enclosed Bailment Agreement. Responses to this RFI must be received no later than 19 June 2009, 1:00 PM US Eastern Time.
