Description
NOTICE OF INTENT TO ISSUE A PURCHASE ORDER. The Centers for Disease Control and Prevention, National Institute for Occupational Safety and Health (NIOSH) Pittsburgh PA, Pittsburgh Research Laboratory (PRL), Mine Injury Prevention Branch (MIPB), hereby announces its intent to issue a purchase order to LMS North America for: 1 SCRO5-16, LMS SCADAS Recorder 5-slot, 16-channel modular package -V/ICP and 6 Training Tokens. Current and proposed Future Projects require an upgrade to existing vibration data collection equipment that incorporates more powerful and efficient technology, particularly in its modular and expandable features, embedded GPS receiver, with a compact and robust design essential for recording vibration data in the rugged and harsh conditions of mining field sites: • Minimum of 16-channels that is flexible and expandable to additional channels • V/ICP/TEDS conditioner with dual source, tacho, and Bluetooth • Throughput data recording to hard drive with simultaneous real time function • Compact, low-profile and rugged design for use in harsh mining conditions o Dimensions - 13 x 5 x 12 inches o Temperatures from - 20 to +55 deg C • Shock resistance - 60 gpk, 20-2000 Hz (random) 7.7 grms • Dual tach input in addition to normal channels o Frequency - 5 Hz to 17 kHz o Range - 200 mV to 40 V • Dynamic range 165 dB • S/N ratio 105 dB • Embedded GPS and single CAN-bus • External 8 GB memory card & reader and PDA remote control, • Embedded compact flash card reader • Flexibility in power - AC-DC adapter and internal battery certified according to MIL-STD-810F • Operational in fully autonomous mode without connecting to PC or PC-based operation via standard Ethernet (UTP) interface. • Analysis capabilities: o Display - waterfall, colormap, XY, numerical, front/back with 4 back axis, SPL, Leq, time domain, frequency domain o Window functions - rectangular, Hann, flat-top, Hamming o Averaging - time history and linear spectra averaging on all channels • Processing functions - o Time Domain Acquisition o Transient Capture o Auto Correlation Function o Impulse Response o Transfer Function o Probability Density o Auto Power Spectrum o Magnitude Spectrum o Power Spectral Density o Cross Spectrum o RPM Spectrum o Coherence Function This project is supported by justification for other than full and open competition to LMS North America, under authority of 41 U.S.C.253(c)(1). Responsible sources that believe they possess the expertise and capabilities identified above are encouraged to submit to the Contracting Officer within 15 days from the posting date of this notice, their written item description/item characteristics and pricing information in the format they choose, not to exceed 10 pages. Please forward the item description and pricing information to James Ambrozic, Purchasing Agent, Reference: 00HCCMBE-2009-70503, Center for Disease Control and Prevention, Acquisition and Assistance Field Branch (Pittsburgh), PO Box 18070, Cochrans Mill Road, Pittsburgh. All vendors must be registered in the Central Contractor Registry (CCR) prior to an award of a federal contract. The website is: www.ccr.gov. The Government will review any/all item descriptions and pricing information submitted and determine if other qualified sources do exist that could provide this requirement. Information received in response will be used solely for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received within 15 days, in accordance with FAR 13.106-1(b)(1), negotiations will be conducted with LMS North America, 5755 New King Street, Troy, MI 48098 as the only source and a purchase order will be issued without any additional notices being posted.
