This Request for Information (RFI) is not a Request for Proposals (RFP) and is not to be construed as a commitment by the Government to issue a solicitation or ultimately to award a contract on the basis of this RFI or otherwise pay for the information solicited. Responses to the RFI will not serve as proposals, bids, or offers, which could be accepted by the Government to form a binding contract. The Department of the Treasury's Bureau of the Public Debt (BPD) is conducting market research to determine the feasibility of a set-aside competition for the Armed Forces Retirement Home (AFRH) in Washington, DC. The Armed Forces Retirement Home (AFRH) has a requirement for Medical Supplies and Medical Equipment to support the needs of its residence. Contractor provided services include, but are not limited to an innovative service designed to control, support and manage the medical supplies and equipment at AFRH. Prospective contractor shall provide the following supplies and services as stated below: • Be responsible for the supply and management of medical supplies and medical equipment; inclusive of delivery, physical stocking and re-order points (par levels). • Provide an Inventory Control System (ICS) that will track medical supplies, medical equipment, medical equipment warranties, capture and bill residential charges for third party billing. The ICS shall be a computerized, information based tracking system with a bar coding data collection device. The ICS shall provide various reporting methods. Provide training, ongoing support and routine chart audits of the ICS System. • Conduct a phase-in inventory and organization of approximately twelve (12) storage locations at AFRH. • Provide medical equipment warranties and warranty management services. • Work with AFRH as a business consultant to develop and deliver strategic solutions to improve care quality, while reducing overall health care cost relevant to the medical supplies, medical equipment, Inventory Control System (ICS), warranties and warranty services. All work shall meet or exceed, or be in conformity with the requirements of applicable NSF, JCAHO, CARF, ASME, ANSI, NEC, NFPA, OSHA, EPA, USDA, USPHS, state and local laws and regulations. In order to set this solicitation aside, BPD needs to ensure that the set aside community is capable of fulfilling the above requirements. Prospective bidders are to provide a Capability Statement demonstrating abilities to provide all services as stated in this RFI. If prospective bidders are unable to provide all services as stated, clearly state what services prospective bidder are able to provide, and what services they are unable to provide. 3.
