- Sample 74-S-NY Sample RI70-08 Sample RI70-06 Sample RI70-05 Sample RI70-01 Sample RI70-09 Attachment 2 Attachment 1 Combined Synopsis Solicitation in PDF Format This is a combined synopsis/solicitation for a commercial service prepared in accordance with Federal Acquisition Regulation (FAR) Subpart 12.102 (g) and with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; Quotations are being requested and a written solicitation will not be issued. The Solicitation number is: OPM049-09-Q-0044 and is issued as a Request for Quotation (RFQ). This solicitation document incorporates all mandatory commercial item provisions and clauses that are in effect through Federal Acquisition Circular (FAC) 2005-32 dated May 14, 2009. This procurement is a total set-aside for Small Business with the North American Industrial Classification System (NAICS) code 541870. The small business size standard is $7.0 million. The Human Resources Products and Services Group (HRPS) provides high quality, cost-effective services and products that help their customers recruit and retain the best talent; develop and maintain a results-oriented federal leadership team; and support Federal employees, annuitants and their families with a variety of quality benefits options. HRPS is comprised of three centers: the Center for Talent Services, Center for Retirement and Insurance Services, and Center for Leadership Capacity Services. The Center for Retirement and Insurance Services (CRIS) is responsible for developing and providing Federal employees, retirees and their families with benefits programs and services that offer choice, value and quality to help maintain the government's position as a competitive employer. In support of this mission, CRIS is responsible for the design, page layout, typesetting, and publishing of the Federal Benefits Guides. These guides provide Federal employees, retirees and survivor annuitants with the capabilities of enrolling in a health plan and/or changing from one plan or option to another, from self only to self and family, or make a combination of these changes. In support of this initiative, CRIS has a need for a contractor to produce six (6) Guides to Federal Benefits and 54 Specific Charts for various States and selected US Territories to be designed on an annual basis for our Federal Employees Health Benefits Open Season which occurs each fall. OPM intends to award one Firm-Fixed Price Blanket Purchase Agreement (BPA) to the offeror that represents the best value to the government. The period of performance shall be five years (one base year and four (4) one-year option periods). Offerors are invited to submit a written quotation. Written quotations shall be comprised of two volumes (technical and pricing), with an original and three (3) copies each, which shall be submitted to the Contracting Officer by 12:00 PM Eastern Standard Time (EST), June 17, 2009. Your proposal shall be organized as specified in INSTRUCTIONS FOR PREPARING THE TECHNICAL PORTION OF THE QUOTATION; and INSTRUCTIONS FOR PREPARING THE BUSINESS PORTION OF THE QUOTATION. Note that communications with other officials may compromise the competitiveness of this acquisition and result in the cancellation of the requirement. Vendors not registered in the Central Contractor Registration (CCR) database and not registered in the VETS-100 database at the time the requirement is to be awarded will not be considered.
