Description
Phase B/C/D of the Neutral Mass Spectrometer (NMS) instrument development of theLunar Atmosphere and Dust Experiment Explorer (LADEE) missionNASA intends to award a sole-source contract to AMU Engineering, Inc. (AMU) pursuant to10 U.S.C 2304(c)(1), Only One Responsible Source, in support of Goddard Space FlightCenters (GSFC) Lunar Atmosphere and Dust Experiment Explorer (LADEE) mission.GSFCplans to award a Firm Fixed Price contract with an estimated three-year period ofperformance, based on a planned launch date of May 2012.This award is necessary for AMU to support Phase B/C/D of the Neutral Mass Spectrometer(NMS) instrument development.AMU has the unique experience and expertise necessary toproperly design, develop and build NMS instruments. This unique expertise is based onAMU's extensive experience with developing similar specialized instrument electronics fornumerous other missions, including CONTOUR. With the highly constrained developmentschedule and the specialized nature of the instruments, AMU is the only known source thatcan meet the LADEE NMS schedule requirements. Interested organizations may submit theircapabilities and qualifications to perform the effort in writing to the identified pointof contact not later than 12:00 PM. local time on, the response due date. Suchcapabilities/qualifications will be evaluated solely for the purpose of determiningwhether or not to conduct this procurement on a competitive basis. A determination bythe Government not to compete this proposed effort on a full and open competition basis,based upon responses to this notice, is solely within the discretion of the government. The Government does not intend to acquire a commercial item using FAR Part 12. See Note26. Oral communications are not acceptable in response to this notice. All responsiblesources may submit an offer which shall be considered by the agency. An Ombudsman hasbeen appointed. See NASA Specific Note "B".
