Description
The United States Coast Guard identified a requirement for a contractor to provide all labor, materials, equipment, supervision, and other items and services necessary to unearth seven Excavation Areas and two surface areas, and transport and dispose of PCB-contaminated soil and PCB electrical components encountered during the excavation process. The Contractor shall also conduct a geophysical investigation at an adjacent site and excavate suspected electrical components, sample the surrounding soil, and transport and dispose of PCB-contaminated soil and electrical components in a United States facility that is licensed, permitted or otherwise approved by the US EPA and state regulatory agencies to accept the waste. The clean-up standard (i.e., the action level) for PCBs is 10 parts per million. The project also entails preparing work plans and related documents required to implement this remedial action, and to prepare a Remediation Verification Report (RVR) that summarizes all field activities conducted. The Government will be looking for the Contractor’s Past Performance, Qualifications of Key Personnel, and Technical Approach to demonstrate an understanding of the problem. On-site Construction is targeted for January 2010 through May 2010. All close-out submittals to include manifests from landfills must be received and accepted by 1 September 2010. The Government Estimate is between $1 and $5 million. A contract will be awarded to the contractor that provides the best value to the Government. This procurement is no longer unrestricted as interest from more than two small businesses has been expressed. This procurement has subsequently been set aside for small businesses.
