- This is a combined synopsis/solicitation notice of intent for commercial items prepared in accordance with the format of FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are not being requested, and a written solicitation will not be issued for the solicitation number NOI9086 issued as a Notice of Intent. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC2005-32. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is not a small business set-aside. The associated North American Industry Classification System (NAICS) Code is 325414, which has a size standard of 500. The National Institute of Allergy and Infectious Diseases (NIAID) intend to procure the manufacturing biological products on a sole source basis from Trenzyme GmbH. Item/description/quantity: 1) PCR-amplification and cloning of "tet-on" inducible ExoIN-CE3/E2/6K/E1 vector, qty-1; 2) PCR-amplification and cloning of constituitive ExoIN-C/E3/E2/6K/E1 vector, qty-1; 3) PCR-amplification and cloning of inducible MT-ExoIN-C/E3/E2/6K/E1 vector, qty-1; 4) PCR-amplification and cloning of constituitive ExoIN-gp vector, qty-1; 5) PCR-amplification and cloning of "tet-on" inducible ExoIN-Z vector, qty-1; 6) PCR-amplification and cloning of inducible MT-ExoIN-Z, qty-1; 7) Generation of stable, homogenous cell line, constituitive ExoIN (both C/E3/E2/6K/E1 & gp), qty-1; 8) Generation of stable, homogenous cell line, inducible ExoIN (both tet-on & MT C/E3/E2/6K/E1), qty-1; 9) Generation of stable, homogenous cell line, dual ExoIN constituitive gp inducible Z (tet-on & MT), qty-1; and 10) GLP/GMP documentation package, qty-1. The ExoIN expression system, developed by Trenzyme, allows for easy and highly efficient selection of mammalian cells ectopically expressing a virus like particle (VLP) of interest when combined with Vaccine Research Center (VRC) specific gene inserts. The vector construction and stable cell line generation provided by Trenzyme will allow the VRC Vaccine Production Program Laboratory to develop mammalian cell-based processes for rapid generation of adequate quantities of VLPs that are required for developing the next generation of VRC vaccine candidates. By applying the ExoIN system, Trenzyme is able to generate stable, homogenous cell lines within 3 to approximately 4 weeks and reduce the time required for the generation of stable clones compared to other available expression systems. The following factors shall be used to evaluate offers: 1) price and 2) capability to meet required specifications. The Government will award a firm-fixed price purchase order. The FOB terms are "Destination" and Net 30.
