Description
Combined Synopsis / Solicitation in Microsoft Word This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, quotes are being requested and a written solicitation will not be issued. This solicitation will be evaluated and awarded per the prescribed procedures of FAR Part 13, Simplified Acquisition Procedures. This solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2005-32 (effective 31 Mar 09). The solicitation number for this procurement is FA4803-09-Q-A192 and is issued as a Request for Quotation (RFQ). This acquisition is 100% Small Business set-aside. This is a firm fixed price procurement, and the basis for award is best value (refer FAR - Parts 2, 12, and 13). Description: Provide quote for Communications System Analyzers (CSAs) for 20 CS to enable personnel to repair, troubleshoot, and conduct preventative maintenance on radio systems. The following contract line items are applicable to this solicitation: CLIN 0001-AA - Comm Systems Analyzer, General Dynamics Part #R2670B; Qty 2 EA CLIN 0002-AA - Enhanced HW Module, General Dynamics Part #CM801; Qty 2 EA CLIN 0003-AA - AES Encryption, General Dynamics Part #CM807; Qty 2 EA CLIN 0004-AA - Astro VSELP, General Dynamics Part#CM712; Qty 2 EA CLIN 0005-AA - APCO 25 IMBE Conv, General Dynamics Part #CM813; Qty 2 EA CLIN 0006-AA - APCO 25 Trunking, General Dynamics Part #CM814; Qty 2 EA CLIN 0007-AA - Canvas Case for R2600, General Dynamics Part #1580357B77; Qty 2 EA CLIN 0008-AA - Transit Case for R2600, General Dynamics Part #202620-01; Qty 2 EA CLIN 0009-AA - 5 Year Extended Warranty; Offeror must provide a detailed publication, to include brochures, pamplets, etc. that fully describe the extended warranty protection offered CLIN 0010-AA - Shipping Contractor will provide quote for all CLINs applicable to this solicitiation. Offerors submitting an equal product shall comply with FAR 52.211-6 - Brand Name or Equal. Note: Prior to delivery, awardee will have a performance test conducted to ensure proper CSA operation. PMEL personnel located on Shaw Air Force Base will recalibrate CSAs after purchase. 20 CS maintenance personnel will verify proper CSA operation during routine scheduled maintenance. Acceptance procedures will be performed by authorized equipment certifiers. Solicitation Provisions: The following FAR provisions also apply to this acquisition: FAR 52.212-1, Instructions to Offerors Commercial Items. The RFQ number (FA4803-09-Q-A192) should be submitted and shall contain the following information: RFQ number, time specified for receipt of offers, name, address, telephone number of offeror, terms of the expressed warranty, price, any discount terms and acknowledgement of all solicitation amendments (if applicable). Evaluation/Award: IAW FAR 52.212-2, Evaluation-Commercial Items, the Government will award a purchase order resulting from this solicitation once an evaluation has been accomplished. IAW FAR 52.252-2, Clauses Incorporated by Reference (Feb 1998), the full text of a clause may be accessed electronically at: http://farsite.hill.af.mil. Contractor's are required to complete FAR 52.212-3 Annual Representations and Certifications (Jan 2006). FAR 52.211-6 - Brand Name or Equal (Aug 1996). Period of Acceptance: The offeror agrees to hold the prices in its offer firm for 30 calendar days from the date specified for receipt of offers. Late offers: Request for Quotations or modification of quotes received at the address specified for the receipt of offers after the exact time specified for receipt of offers will be handled in accordance with FAR 52.212-1(f). Evaluation / Award: Provision at 52.212-2 - Evaluation, Commercial Items applies to this acquisition. (a) Award (offer) will be made in accordance with simplified acquisition procedures established in FAR 13.106-2, to the responsive entity whose evaluated offer or quote represents the best value, price and other factors considered. Factors evaluated may include: technical approach; quality; past performance; et al. Award (offer) may be made to other than the lowest priced offeror. (b) The government intends to make award (offer) to the responsive firm without discussions; prospective offerors are advised to submit their firm's best offer prior to proposal (quote) closing date; however, this does not preclude the government from conducting discussions if it is in the best interest of the government to do so. Destination; DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items (Mar 2008) (a) (20)(i) (21) and (c) (3)(4). Material Inspection and Receiving Reports (Mar 2008); AFFARS 5352.242-9000 Contractor access to Air Force installations (Aug 2007); and AFFARS 5352.201-9101 (Feb 2008) and Ombudsman (Aug 2005). Shaw 24 is also applicable. Copies of Shaw clauses will be provided upon request. The Ombudsman clause states final resolutions for this acquisition if one cannot be reached with the contracting officer will be made at the MAJCOM level. Facsimile and electronic mail quotes will be accepted. Quote shall also contain all other documentation specified herein. Offerors shall include a statement specifying the extent of agreement with all terms, conditions and provisions included in the solicitation. NOTE: ALL OFFERORS MUST BE REGISTERED IN THE CENTRAL CONTRACT REGISTRATION (CCR) BEFORE BEING CONSIDERED FOR AWARD. Vendor must have North American Industry Classification System (NAICS) Code 423690 registerred with the CCR and must have current ORCA certification. Information concerning CCR requirements may be viewed via the internet at http://www.ccr.dlsc.dla.mil or by calling the CCR Registration Center at 1-888-227-2423. Registration in Wide Area Work Flow (WAWF) is mandatory for submitting invoices. Offerors shall include completed copy of the Online Offeror Representations and Certification Application.
