- a0001 The U.S. Department of Transportation, Research and Innovative Technology Administration, John A. Volpe National Transportation Systems Center (Volpe Center), Cambridge, MA, intends to issue a solicitation for services related to Communications, Navigation and Surveillance (CNS) Systems and Transportation Traffic Management (TTM) Support for the U.S. Department of Transportation and other Federal Agencies. It is anticipated that some of the work will be performed on-site at the Volpe Center. The solicitation is being competed as a 100% Small Business Set-Aside and is intended for multiple awards.The successful contractors will provide services in the following task areas of CNS and TTM: 1. Traffic Management; 2. National Airspace System Engineering and Implementation; 3. Air Traffic Safety; and 4. Airport and Terminal Operations. The primary skill requirements of TTM and CNS will focus on engineering and physical science disciplines including: systems engineering and integration, electronic engineering, electrical engineering, computer science, aeronautical engineering, mechanical engineering, operations research, industrial engineering, human factors, environmental engineering, system safety engineering, and meteorology.The North American Industry Classification System (NAICS) Code is 541690 for this acquisition with a small business size standard of $7.0 million. The estimated release date of the solicitation will be May 29, 2009. Proposals will be due approximately 45 days following the issuance of the solicitation. The solicitation will be issued on an Indefinite Delivery/Indefinite Quantity Multiple Award basis with the ability to issue firm fixed price, cost-plus-award-fee, cost-plus-fixed-fee completion, and cost-plus-fixed-fee term task orders. The term of the ordering period of the contracts will be five years from date of award. A pre-proposal conference is anticipated to be held on June 17, 2009 at the Volpe Center in Cambridge, MA. The complete details of the pre-proposal conference will be listed in the solicitation.The Volpe Center uses electronic commerce to issue RFPs and amendments to RFPs. Paper copies of these documents are not available, and hard copies will not be mailed. The solicitation and any documents related to this procurement will be available on the Federal Business Opportunities (FedBizOpps) website at the following address: http://www.fedbizopps.gov and on the Volpe Center Acquisition Division home page at the following address: http://www.volpe.dot.gov/procure/index.html. Potential offerors desiring to receive electronic notification of the solicitations posting and availability for downloading must register at the Volpe Center site. Contractors are warned that when they register to receive solicitations, amendments and other notices, the responsibility for providing the Government with an accurate and complete e-mail address lies with the contractor. This notice is for informational purposes for Minority, Women-owned, and Disadvantaged Business Enterprises (DBEs). The Department of Transportation (DOT), Short-Term Lending Program (STLP) offers working capital financing in the form of lines of credit to finance accounts receivable for transportation related contracts.
