Description
This is a combined synopsis/solicitation for commercial items prepared and processed in accordance with the Federal Acquisition Regulations (FAR) Part 12.6 as supplemented with additional information included in this announcement. This is a Solicitation from the United States Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Aircraft Operations Center, MacDill AFB, FL to provide for the purchase and installation of Avionics on a Rockwell Aero Commander AC-500S aircraft that is based at the Flying Cloud Airport, in Eden Prairie, MN. This constitutes the only Request For Quote (RFQ), written offers are being requested; and a written RFQ will not be issued. DOC, ERAD requires that all contractors doing business with this office be registered with the Central Contractor Registry (CCR). No award can be made to a company not registered in CCR. For additional information and to register in CCR, please access the following web site: http://www.ccr.gov. In order to register, all firms must have a Dun & Bradstreet Number. A Dun & Bradstreet number may be acquired free of charge by contacting Dun & Bradstreet on-line at https://www.dnb.com/product/eupdate/requestOptions.html or by phone at (800) 333-0505. Contractors should submit their Certification and Representations thru the on-line Business Partner Network (BPN. The BPN is the single source for vendor data for the federal government. Contractors are encouraged to go on-line at www.bpn.gov to complete its representations and certifications. This notice is hereby issued as RFQ No. WC133M-09-RQ-0641. This RFQ and the incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 05-32. The line item will be provided in accordance with the terms and conditions and specifications specified herein. The prices shall be all inclusive of costs. PRICE/QUOTE: This is an order for commercial services. The line items will be quoted and completed in accordance with the terms and conditions and specifications specified herein including standard commercial warranty for all work and parts. The Department of Labor Service Act Wage Determination where the work is to be completed shall be applicable. Quotes must be received on or before June 11, 2009. Quotes may be faxed to 816-274-6977 Attn: Charlene Yaple. Quotes submitted in response to this notice must include the following in order to be considered responsive to this request: 1. Price to include all the labor, material and equipment necessary to provide for the installation of the criteria listed in the statement of work below. 2. Specification sheets of items being procured. Proposals will be reviewed to determine if the equipment proposed for installation meets the requirements specified in this SOW. Proposals not meeting the requirements of the SOW will be rejected. 3. Location of contractor's facility in proximity to Flying Cloud Airport, Eden Prairie, MN. 4. Past Performance information: Provide up to two references of work completed similar to this requirement. Information on the references to include name, address, telephone number, contract number, contract type and dollar value, date of contract award and period of performance for each contract. 5. Provide evidence of insurance coverage requirements stated in the statement of work. 1352.215-77 Evaluation Utilizing Simplified Acquisition Procedures (March 2000) (a) The Government will award a purchase order resulting from this solicitation to the responsible offeror whose quotation conforming to the solicitation results in the best value to the Government, price and other factors considered. The following factors shall be used to evaluate quotes: (1) Provide Specifications sheets of the system being proposed. (2) Location of facility where work will be performed. Locations in close proximity to the Flying Cloud airport will be considered more favorably, when meeting all other criteria. (3) Past Performance: The Offeror shall identify at least two contracts, which it has recently performed or is currently performing, that are similar in nature to this requirement. (4) Provide evidence of insurance against loss or damage for $250,000.00 for the time the aircraft is at the contractor's facility. (6) Price Statement of Work for Installation of Avionics on Rockwell Aero Commander AC-500S 1. Introduction This statement of work is for an avionics upgrade to be performed on one of the National Oceanic and Atmospheric Administration (NOAA) Aircraft Operations Center's (AOC) Rockwell Aero Commander AC-500S aircraft. It includes the following items: 1. The purchase and installation of an electronic horizontal situation indicator (E-HSI). 2. The purchase and installation of a panel-mounted GPS. 3. The removal of a Navcomm radio and ADF. 4. The wiring between an existing GPS and copilot HSI. This procurement and installation is for aircraft N51RF and is intended to replace outdated equipment currently installed on the aircraft as well as to provide added capability to meet the navigation and safety requirements of various scientific data collection missions. Completion of this work will serve to standardize N51RF's avionics configuration with that of NOAA AOC's other light aircraft. This allows pilot transitions between aircraft to be accomplished with little added training time and with no additional risk. To accomplish this goal, the items to be installed are: -One Garmin GNS-530W Nav/Com/GPS with GA35 WAAS GPS antenna. -One Sandel 3500 Electronic HSI. All items which are functionally replaced shall be removed. Components removed from the aircraft shall be returned to NOAA AOC. All items shall be installed to interface with the remaining avionics as appropriate. 2. Background The Federal Aviation Administration (FAA) Registration number for the aircraft to receive the installation is N51RF. The Rockwell serial number is 3298. The aircraft is based at the Flying Cloud airport (KFCM) at Executive Aviation. It operates throughout the United States conducting remote sensing and scientific survey missions. The aircraft will be available for inspection at the KFCM airport. Photos will be furnished on request. 3. Scope A) GPS System - The Contractor shall completely remove the presently installed #1 KX-155 Nav/Com radio and KR-85 ADF Receiver and indicator, relocate the current transponder to the previous ADF receiver position and locate a Garmin GNS-530W. In the center pedestal in the location of the current #1 and #2 Nav/Com radios. It will be interfaced with the Sandel EHSI and existing audio system. The Contractor shall provide parts, special tools, and labor, including any sheet metal work required to install the unit. B) Electronic HSI System - The Contractor shall remove the existing Bendix/King KI-525A HSI and KI-229 RMI and Install a Sandel SN3500 EHSI which will be interfaced to the existing Directional Gyro, flux detector, and the #1 and #2 Navigational radios as well as the Garmin GNS-530W GPS unit. The Contractor shall provide parts, special tools, and labor, including any sheet metal work required to install a system complying with the following requirements: C) Existing GPS system integration- The Contractor shall provide special tools, labor, cable/wire, and connectors necessary to interface the existing Garmin 155 XL panel mounted GPS to the copilots KI-525A HSI. The MD-41 annuciator will be relocated to the copilot eyebrow instrument panel. In addition, the copilot will have a control switch to determine which system is driving the copilot CDI needle (#2 NAV or #2 GPS). The installation will leave an existing remote serial port that will allow for output of the GPS NMEA signal for use with data collection systems or moving map display. The Contractor shall furnish AOC with the wiring diagrams prior to the commencement of the required work. The Contractor shall be responsible for all documentation (FAA 8110/337), and log book entries. With regard to the previously mentioned items to be installed, a visual depiction of current cockpit configurations will be supplied upon request. A review of the planned installation configuration will be approved by NOAA AOC prior to the installation process. 4. Period of Performance: Information on the availability of the aircraft will be provided to the contractor after award. NOAA AOC will coordinate the completion of the work with the selected contractor. All work required shall be completed by October 15, 2009. Geographic location of the vendor will be taken into consideration during the award process with respect to the proximity of the vendor to the Flying Cloud airport not to exceed a straight line 300 nautical mile distance. The aircrafts operational schedule allows for the work to be completed between the 18th of September and the 16th of October 2009. 5. Place of Performance: All installation work will be performed at the contractor's facility. 6. Insurance against loss or damage to government property. The Contractor shall, at its own expense, provide and maintain during the performance of this work the following kinds and minimum amounts of insurance: Hull & Liability (Hangar Keepers) in the amount of $250,000. Before commencing work on the aircraft, the Contractor shall notify the Contracting Officer in writing that the required insurance has been obtained. The policies evidencing required insurance shall contain an endorsement to the effect that any cancellation or any material change adversely affecting the Government's interest shall not be effective: -For such a period as the laws of the State in which this work is to be performed prescribe; or - Until 30 days after the insurer or the Contractor gives written notice to the Contracting Officer, whichever period is longer. 7. The C&A requirements of Clause 1352.239-73 do not apply; a security accreditation package is not required.
