- THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. THE SOLICITATION IS BEING ISSUED USING FAR PART 13 SIMPLIFIED ACQUISITION PROCEDURES. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-32. The associated North American Industrial Classification System (NAICS) code for this procurement is 334112. This requirement is being competed on an unrestricted full and open competition basis using simplified acquisition procedures. Purpose: The National Institute of Standards and Technology’s (NIST) Information Technology Laboratory (ITL) requires information technology equipment to support an ITL project to research and develop methods to simulate and analyze large, complex systems. In order to complete this project, NIST ITL requires a high-performance, multi-core, multi-chip complex-systems simulation engine with particular requirements for hardware, software, installation, support, and timeliness as detailed below. Minimum Hardware Requirements for the Complex-Systems Simulation Engine: •The complex-systems simulation engine must fit within a rack mountable, single chassis enclosure (7U for factor) with dimensions no greater than a width of 12.22 inches by height of 17.5 inches by a depth of 35.5 inches. •The entire chassis, complex-systems simulation engine, and all components must not weigh more than 140 pounds. The power supplies must weigh less than 6 pounds. •The complex simulation engine must provide at least (64 x4) = 256 GBytes of ECC RAM thus having at least 64 processing cores, each core operating at least at 3GHz and having at least 12 Mbytes of supporting L1 cache memory capable of operating at 1.6 GHz. In addition, each processing core must be supported by at least 4 GBytes of ECC RAM capable of operating at least at 800 MHz. •Each blade of the Complex-Systems Simulation Engine must have at least two USB ports and two 1 Gbps Ethernet ports. Each blade shall include an Embedded InfiniBand 4x port. •The chassis must include an active noise cancellation device. •The Complex-Systems Simulation Engine must have fully redundant 1600 watt power supplies that may be replaced when needed while the system continues to operate. •The Complex-Systems Simulation Engine must also be capable of handling both 110 and 200+ volt AC input. •The Complex-Systems Simulation Engine must include all power cords for each power supply provided. •The processing and memory elements of the Complex-Systems Simulation Engine must be arrayed in the chassis on eight blades, where each blade contains 8 of the processing cores and at least 32 GBytes of the ECC RAM required. •Each blade must have no larger than a 2.5 inch at least 120 GByte random-access disk drive that is capable of spinning at least a 7.2K RPM and transferring data at least at 3Gbps. •Each blade must provide at least one Video Graphics Array (VGA) port and at least one serial port. •Each blade must provide graphical model console redirection, performance monitoring, graceful power shutdown and reboot, local system management application, Windows Management Instrumentation, reporting for system information, health/pager/email alerts, simple networking management protocol (SNMP) support, health monitoring of central processing units (CPUs), temperatures of systems and components, voltages, CPU and chassis fans, chassis intrusion notification, and power-supply failure notification. •Intelligent Platform Management Interface (IMPI) 2.0 support shall be included. •Each blade shall provide the necessary control buttons (power on/off and system reset) and indicators (power LED, hard drive activity LED, and one network activity LED) per interface. •The power subsystem must support Advanced Configuration and Power Interface (ACPI) power management, Wake-on-Ring (WOR) and Wake-on-LAN (WOL) header, power-on model for AC power recovery, modem remote ring-on, as well as a main switch override mechanism. •Each blade must also include an embedded VGA controller with at least 32 Mbytes of video memory. •The chassis must provide a front control panel with touch screen LCD that will support initial configuration and provides information about the blades and enclosures specifications and performance. •The chassis must also support 2 USB pass through in front and back. Minimum Software Requirements for the Complex-Systems Simulation Engine: •The Complex-Systems Simulation Engines must include Windows HPC Server 2008. Minimum Installation Requirements for the Complex-Systems Simulation Engine: •The Contractor shall install the Windows HPC Server on the Complex-Systems Simulation Engine. •The Contractor shall install basic services on each blade provided. Warranty: The Contractor shall provide, at a minimum, their standard commercial warranty on the products being offered. Delivery: The complex-systems simulation engine must be delivered to NIST Gaithersburg, MD within 30 days after Contractor acceptance of the purchase order. Section 508 of the Rehabilitation Act of 1973 does not apply to this procurement. The following clauses apply to this acquisition: 52.212-4, ; and 52.212-5, including the following fill-ins: 52.222-3; 52.222-19; 52.222-21; 52-222-26; 52.222-36; 52.225-13; and52.232-33 ADDENDUM TO PROVISION 52.212-1 - QUOTATION SUBMISSION INSTRUCTIONS This addendum replaces applicable paragraphs in provision 52.212-1. (b) Submission of quotations. Submit signed and dated quotations to the office specified in this solicitation at or before the exact time specified in this solicitation. Quotations may be submitted on the SF 1449, letterhead stationery, or as otherwise specified in the solicitation. Quotations should include— (1) The solicitation number; (2) The name, address, and telephone number of the offeror; (3) FOB Destination-based firm-fixed-price for each line item for the solution being offered and any discount terms for those prices; (4) Full description of the warranty being offered, including duration and nature. (5) Acknowledgment of Solicitation Amendments, if any; (6) If the quotation is not submitted on the SF 1449, include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation. Quotations that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration. Notice: The resultant purchase order will include clauses 52.212-4 and 52.212-5, including the fill-ins specified above. The offeror shall submit its quotation directly to janine.kerns@nist.gov. Faxed quotes will be not be accepted. EVALUATION FACTORS FOR AWARD The government intends to award a purchase order to the offeror whose technically acceptable quotation represents the lowest price.
