- Battelle Memorial Institute (Battelle), in connection with Battelle's operation and maintenance of the U.S. Department of Energy's Pacific Northwest National Laboratory (PNNL) at Richland, Washington under Contract No. DE-AC05-76RL01830 has need for small business and 8(a) General Construction Contractors to provide competitive bids for contracting services for American Recovery and Reinvestment Act (ARRA) funded projects. The purpose of this pre-solicitation notice is to request expressions of interest from small and 8(a) business enterprises. A bidders list will be comprised of those companies providing expressions of interest, which must be received via email by the Battelle Contract POC listed no later than June 30, 2009. In order to expedite contracting actions, solicitations related to this notice will be sent only to those companies on the bidders list resulting from this notice. Companies who do not respond by the date above will not be eligible to submit bids in response to solicitations related to this notice. Pacific Northwest National Laboratory (PNNL) intends to make multiple contract awards up to $2,000,000 each with a potential aggregate value up to $8,000,000. Firms responding to this sources sought request must have satisfactory prior experience and a satisfactory safety track record of performing multiple construction discipline fixed price type contracts for both the public and private sectors. Scopes of work include, but are not limited to, construction, retrofit, renovation, repair and alternation, and environmental abatement utilizing as appropriate the Design-Bid-Build (D-B-B) and Design-Build (D-B) delivery methods. The contracts are also intended to provide timely response to remediation of facilities, e.g. asbestos abatement, lead paint abetment, beryllium abatement, and construction relating to, but not limited to, civil, mechanical, plumbing, structural, electrical, heating, ventilation and air conditioning (HVAC), and instrumentation. BID BONDS, PAYMENT AND PERFORMANCE BONDS WILL BE REQUIRED. NAICS CODE IS: 236220 Commercial and Institutional Building Construction Issuance of contract solicitation(s) shall begin in June 2009.
