- Pre-Solicitation Notice The US Army Corps of Engineers, Detroit District, intends to solicit for a service to the Soo Unit 10 Runners. This is NOT a request for proposals. General Information: Location: Soo Locks, Sault St Marie, MI This project is a small business set aside. The Government plans to issue a firm fixed price service contract. The estimated award date of the contract is 1 August 2009. The contract will have a 90 day completion requirement. The North American Industrial Classification System (NAICS) Code applicable to this requirement is 811310.The small business size standard for this requirement is less than $7 Million in average annual receipts for the past three years. In order for interested contractors to conduct business with the Federal Government, contractors must register their firm at the Central Contract Registration (CCR). Contractors can access the CCR for free at http://www.ccr.gov. Project Description: Repairs to Unit 10 Runner Sault Ste. Marie, Michigan Shall conduct the refurbishment and non-destructive examination of the Hydropower Unit 10 runner (turbine wheel). The work includes removal and replacement of specified sections of the turbine blades and replacement with stainless steel sections of matching surface dimensions. Cutting the leading edge of the runner blades and grinding to a Government specified profile, and repairing minor cavitation damage from the turbine discharge ring. Remove specified section of the turbine blade and replace with a stainless steel section. Cut leading edge of the runner blades and grind to Government specified profile. The Government specified leading edge blade profile will be provided by a separate contract with Voith Siemens. Voith Siemens will provide the cut line marks for the initial cut and the new leading edge profile. The repair Contractor will duplicate the leading edge profile on the remaining 3 blades. Provide necessary structural supports on the blades to ensure the profile is not grossly deformed and monitor the blade movement from weld shrinkage. Replace blade positioning blocks. Perform minor repair on the discharge ring to correct minor cavitations, approximately 30 lbs of welding. Provide all necessary safety equipment, lighting, ventilation, air monitoring and for performance of the repairs.
